Book excerpt: In 1996, Congress authorized the creation of Qualifying Industrial Zones (QIZs), thereby entitling goods jointly produced by Israel and either Jordan or Egypt to enter the United States duty free. The QIZ creation vehicle was an amendment to the United States-Israel Free Trade Area Implementation Act of 1985 (P.L. 99-47), and its purpose was to promote peace and development between Israel and her Arab neighbors. Although Israeli-Palestinian violence has continued, some observers have praised QIZs for helping to spark Jordan's economic growth. Others note that QIZs, while promoting U.S.-Jordanian trade, have had modest impact on promoting job growth in Jordan. In 2005, Egypt began participating in the QIZ program. This report provides an overview of QIZs in the context of promoting regional development and peace. It will be updated periodically to reflect recent developments. Book excerpt: After Israel and the US entered their free trade agreement in 1985, the parties realized that this FTA could be leveraged to support regional peace by fostering economic cooperation between Israel and its neighbors. The idea was to allow goods produced in certain industrial zones, which resulted in substantial economic cooperation between Israel and the other parties, as qualifying for preferential treatment under the Israel-US FTA. Ultimately, two Qualifying Industrial Zone (QIZ) agreements were signed: one between Israel, the US, and Jordan, and the second between Israel, the US, and Egypt. This article outlines the background and rules of these QIZ agreements within the larger framework of the Israel-US FTA.

Available in PDF, EPUB and Kindle. Book excerpt: This dissertation discusses the fiscal and economic effects of Qualifying Industrial Zones (QIZs) on the Jordanian economy. Unlike other studies this analysis estimates the costs and benefits following the introduction of QIZs in Jordania. In order to clarify the overall effect of QIZs on the host country, fiscal as well as economic problems are investigated. The introduction of QIZs effected employment and poverty development most. QIZs turned out to be ineffective at connecting with local economy. Tax incentives were one of the most important effects of QIZs on local economy. However, these influence hardly any investors and are therefore a waste of resources. On the other hand other factors such as economic and political stability, the export quota rate as well as the opportunity to export customs-free to the US-market play a much more important role. Another achievement of this study constitutes the deviation of political options. The proposed alterations as a whole are going to provide for a beneficial investment climate in Jordania.

It provides a brief overview of Jordan's government and economy and of its cooperation in promoting Arab-Israeli peace and other U.S. policy objectives in the Middle East. This report will be updated regularly. Several issues in U.S.-Jordanian relations are likely to figure in decisions by Congress and the Administration on future aid to and cooperation with Jordan. These include the stability of the Jordanian regime, the role of Jordan in the Arab-Israeli peace process, Jordan's role in stabilizing Iraq, and U.S.-Jordanian military and intelligence cooperation. Although the United States and Jordan have never been linked by a fornal treaty, they have cooperated on a number of regional and international issues over the years. The country's small size and lack of major economic resources have made it dependent on aid from western and friendly Arab sources. U.S. support, inparticular, has helped Jordan deal with serious vulnerabilities, both internal and external. Jordan's geographic position, wedged between Israel, Syria, Iraq, and Saudi Arabia, has made it vulnerable to the strategic designs of its more powerful neighbors, but has also given Jordan an important role as a buffer between these potential adversaries. In 1990, Jordan's unwillingness to join the allied coalition against Iraq disrupted its relations with the United States and the Persian Gulf states; however, relations improved throughout the 1990s as Jordan played an increasing role in the Arab-Israeli peace process and distanced itself from Saddam Hussein's Iraq.
