Book excerpt: This book is a bid to analyze the Qatari proactive foreign policy in the precarious decade of 2011-2021, which commenced with the protests that hit several Arab capitals and ended with the Gulf reconciliation that put an end to the three and a half years of the Gulf row. Unlike the Arab monarchies, Qatar adopted a supportive position toward the Arab revolutions since the moment they broke out in late 2010. In fact, Qatar’s Al-Jazeera network had been an essential media mobilizer for the Arab masses and a major promoter of the revolutionary change process in the region. Furthermore, Qatar made efforts to encourage Arab and international support for humanitarian intervention in Libya and Syria, and generously backed revolutionary forces there both financially and militarily. However, Qatar’s pro-Arab Spring policies weakened its relations with its conservative neighbors, namely Saudi Arabia, the United Arab Emirates (UAE) and Bahrain, which, consequently, prompted them to boycott Doha and withdraw their ambassadors in 2014. Following this, in the summer of 2017, the same three states, along with Egypt, announced a total boycott and embargo on Doha before that rift was finally resolved in early 2021. Given the fact that Qatar’s political system is of the conservative- monarchic type, this book aims to review the dynamics that drove Doha to embrace a pro-change policy in the region during the Arab Spring by asking whether regime “types” matter in terms of their respective reactions to revolutions that occur within their geopolitical reach. It also discusses the reasons behind the Gulf crisis with the geopolitical and international transformations that led to the rift between the GCC countries and those that brought the crisis to the desired end.

Today, this emphasis on using military force to exert control over a territory, its population and its natural resources which marked earlier eras is losing significance. Factors such as technology, education and economic growth are becoming more important in the international struggle for power. As the great powers of today are less able to use their traditional power resources to achieve their goals, private actors and small states have become more powerful. Joseph Nye identified five trends which contributed to this diffusion of power: economic interdependence, transnational actors, nationalism in weak states, the spread of technology and changing political issues. He argued that these trends suggest a second, more attractive way of exercising power than traditional means, and called this aspect of power “co-optive” or “soft” power. Since the end of the Cold War, the concept of soft power has been used extensively in discussions about US foreign policy and has more recently also been used to describe China's foreign policy. But far less attention has been given to how this term can be used in other cultural contexts to describe intra-regional politics, such as in the Middle East. Turkey and Qatar are two countries that try to navigate through this dangerous region in a different way. But what they have in common is that they both managed to improve their reputation and increase their visibility in the past decade. This has translated this into increased policy impact on the regional and global stage. Is the concept of soft power useful to explain the increased power of attraction that emanates from these countries? (...) This bachelor thesis will use the concept of soft power to explain Turkish and Qatari foreign policies over the past decade, as well as the most recent developments. It also aims to elucidate why both of the countries have built up their soft power resources, and does so by focusing on the concept of “human security”.

In doing so it has tried to stick to its former strategy of maintaining good relations with all countries that could be important to Qatar's survival, primarily the U.S. and Iran. At the same time Doha (which until 2011 had mostly counted on the authoritarian status quo in the region) hopes to profit from the recent upheavals in the Arab world by supporting the Muslim Brotherhood and other Islamist opposition groups. With regard to Syria, this policy is threatening to bring Qatar into conflict with its powerful neighbor Iran. While Qatar publicly declared its support for the opposition early last summer, Iran wants to save Bashar al-Assad's regime and thereby ensure the survival of its main ally in the Middle East. The Syrian crisis could risk destabilizing Qatar's traditional balancing act between the U.S. and its allies on the one hand and Iran and its allies on the other.

In Sectarian Gulf, Toby Matthiesen paints a very different picture, offering the first assessment of the Arab Spring across the region. With first-hand accounts of events in Bahrain, Saudi Arabia, and Kuwait, Matthiesen tells the story of the early protests, and illuminates how the regimes quickly suppressed these movements. Pitting citizen against citizen, the regimes have warned of an increasing threat from the Shia population. Relations between the Gulf regimes and their Shia citizens have soured to levels as bad as 1979, following the Iranian revolution. Since the crackdown on protesters in Bahrain in mid-March 2011, the "Shia threat" has again become the catchall answer to demands for democratic reform and accountability. While this strategy has ensured regime survival in the short term, Matthiesen warns of the dire consequences this will have—for the social fabric of the Gulf States, for the rise of transnational Islamist networks, and for the future of the Middle East.

The case studies of Egypt, Libya and Syria in which Qatari foreign policy involvement deployed the same rationale will be investigated to examine the increasing involvement of Qatar in Middle East politics. It concludes that the foreign policy of Qatar was both opportunistic and pro-Islamist and cannot be sustained as a distinctive foreign policy in the Middle East.

The self-proclaimed 'Anti-Terror Quartet' offered maximalist demands: thirteen 'conditions' recalling Austria-Hungary's 1914 ultimatum to Serbia. They may even have intended military action. Well into its second year, the standoff in the Gulf has no realistic end in sight. With the Bahraini and Emirati criminalisation of expressing support for Qatar, and the Saudi labelling of detainees as 'traitors' for their alleged Qatari links, bitterness has been stoked between deeply interconnected peoples. The adviser to the Saudi crown prince advocating a moat to physically separate Qatar from the Arabian Peninsula illustrates the ongoing intensity--and irrationality--of the crisis. Most reporting and analysis of these developments has focused on questions of regional geopolitics, and framed the standoff in terms of its impact on (largely) Western interests. Lost in this thicket of commentary is consideration of how the Qatari leadership and population have responded to the blockade. As the 2022 FIFA World Cup draws closer, the ongoing Qatar crisis becomes increasingly important to understand. Ulrichsen offers an authoritative study of this international standoff, from both sides.
