OpLog theory has two facets: qualitative and quantitative.The qualitative facet is imbedded in the theory of operational level of war or operational art. It includes principles, imperatives and tenets, which are stated and analyzed in the first few chapters. The quantitative facet relates to the scientific aspects of OpLog. It is manifested by formal network models representing structural and operational features of an OpLog system. The book examines the two facets and integrates them into a unified presentation. Important OpLog applications a re described and discussed. Chapter 1 presents a general introduction to military logistics. Chapter 2 discusses the px;font-family: monospace;">general structure and characteristics of logistics and describes its three levels – strategic, operational and tactical. Chapter 3 describes the foundation of OpLog. Chapter 4 deals with OpLog planning. Chapter 5 addresses the issue of logistic information, and Chapter 6 deals with forecasting logistic demands. Thus far we have dealt only with that part of organization which has to do with classification of functions. The organization is of no practical value unless every part will so function that the whole machine will run smoothly; i. e., there must be assurance that the functionaries are fitted and ready to respond to any requirements that may he imposed. A consideration of pure Logistics can not be complete, then, without some reference to a theory of preparing the parts of the organization for efficient operation. Efficiency of the parts is required. Efficiency may be said to be the power that accomplishes a designed work; as the state of possessing adequate knowledge for the performance of a duty; as the ratio of effect produced to the energy expended in producing it. The outstanding essentials appear to be: power and knowledge as subjective; task as objective. The subjective conditions must be proportioned to the objective requirements; that is to say, the quantity and quality of power and knowledge to be possessed by functionaries in the military machine must be measured and provided to meet the requirements of the task. It is really the estimate of the task, then, that should determine the measure of efficiency that must be conditioned. Minor tasks allotted to the hosts of the fighting machine are widely varied, but the major task is the same for all. So, while qualifications for minor tasks require specialization, fundamental qualifications are uniform. To illustrate: the captain's specialty is that of control through the exercise of command; the gunner's specialty has to do with the manipulation of guns; neither the captain nor the gunner is expected to be qualified for the other's specialty.
