Book excerpt: Historically, India is the largest producer, consumer, and importer of pulses. Although it is the world's largest pulses producer, there is still a huge shortage of pulses, and the prices are not affordable to a large section of consumers. An immediate need is the development and dissemination of low-cost technologies in pulses production so that they can be affordable to the common man. Even though pulses production increased by 3.35% annually during the last decade, the cost of production and consequent prices are too high to be affordable to the common man. To increase production at a lower cost is a bigger challenge. The earlier experience shows that technological efforts need to be supported by the right policy environment to harvest fruits of R&D in agriculture. Still, the productivity of pulses in India is low at 694 kg/ha, and to make pulses production internationally competitive, the average yield levels need to be increased to at least 1ton/ha. Some of the policy suggestions that emerged from the studies at ICRISAT to increase pulses production are: (1) Maintain a stable price band, which will give stable profits to farmers for a reasonably longer period through innovative market interventions for all pulse crops. (2) Strengthen government programs like National Food Security Mission (NFSM) to reduce yield gaps between farmers and research stations. (3) Develop low cost innovative seed systems and select farmers' preferred varieties through farmers' participatory varietal selection (FPVS) to replace old varieties. (4) Focus on abiotic and biotic stress management to increase stability in production through an integrated approach. (5) Provide incentives for adoption of low-cost technologies, such as the application of micro-nutrients to reduce the cost of production and increase yield. (6) Increase awareness about the utility of the wider adoption of farm machinery, herbicides, and micro-irrigation facilities to cope with labor and water shortages in rural areas. (7) Develop market infrastructure and information systems, and enhance credit availability in districts growing pulses. On the R&D front, development of short duration, photothermo, insensitive varieties for different agro-ecologies, use of biotechnology tools for the development of new varieties with required traits, and development of bio-intensive low-cost integrated pest management (IPM) modules need to be given priority.

The yield of pulses in India is quite low at 781 kg/ha which might be due to policy neglect. The post green revolution era saw a sharp decline in per capita production and availability of pulses with record 4.0 million tones imports of pulses in 2012-13. Bihar is one of the important pulse growing state of India with productivity of 839.3 Kg/ha in 2010-11 which is projected to attain 1461.3 kg/ha by 2050-51, highest in eastern India. With nearly 2.2 million ha of rice fallows, a small technological intervention can transform the rice-fallow to rice-gram or rice-lentil system bringing about pulse revolution. Need is to diversify from cereal-based cropping systems to pulses-based cropping system with certain policy decision like identification of additional rice fallow lands largely in Eastern India, crop diversification, improving seed replacement rate, improved crop production techniques etc. Provisions should be made for easy credit, insurance, attractive Minimum Support Price (MSP) with procurement and appropriate incentives for pulse producers as well as creating necessary infrastructure for processing, marketing and value-addition. This paper analyses status of pulse crop in India as whole and Bihar in particular along with paradigm shift required in policy decision, pulse research, technology generation and dissemination, commercialization along with capacity building of farmers and frontier areas of research and extension.

Book excerpt: Pulses are important in global agriculture not only for its nutritive value as a major source of protein, but also plays an important role in making agriculture sustainable. On the sustainability front, pulses need less water, less input intensive and also fixes atmospheric nitrogen (N). Globally, the area under pulses has increased from 64.14 Mha (Triennium Ending (TE) 1970) to 93.54 Mha (TE 2019) and correspondingly, the production also increased from 42.1 Mt to 92.13 Mt. The productivity of pulses during the same period has increased from 664 kg ha-1 to 994 kg ha-1, India has the maximum area under pulses with 33.35 Mha, which accounts for 35% of the global area producing 26% of the global production. Taking the country with highest productivity as a benchmark, we estimate the efficiency gap for 171 pulses producing countries, which range from 15 to 98% indicating the vast potential to increase the pulses production. Only 19.01 Mt of pulses is traded in the world market, which is dominated by Canada (5.70 Mt), followed by Australia (2.07 Mt). The chapter also presents the results of bibliometric analysis using the peer-reviewed publications between 2000 to 2021 and provides an overview of the global research networks and trends. India has been identified as a major contributor to global research output. Apparently, it is the largest producer (26%), consumer (27%) and importer (15%) of the pulses. To increase the pulses production and to bridge the gap between demand and supply, India has implemented several policy initiatives and research priorities for the overall pulses sector development. We hypothesise that such initiatives have led the countries to witness an increase in production leading to decline in imports implying self-sufficiency. In this chapter, we provide an overview of the global pulses production, trade and policy implications with a special focus on Indian scenario.

The report argues that there is a pressing need to close the large gap between potential and actual yields, particularly on smallholder farms in South Asia and sub-Saharan Africa, by increased adoption of improved varieties and modern agronomic practices in all developing countries. This in turn requires a major thrust in agricultural research and extension, improving credit availability, and public investment directed at pulse production. The report discusses future prospects and policy imperatives for sustaining the growth of pulse production.

Book excerpt: The pulse sector is undergoing dynamic changes globally and in several regions and countries to meet the challenge of growing demand in the face of sluggish production growth. Realizing the importance of pulses in the human diet, 2016 has been declared the International Year of Pulses (IYP). This report captures the dynamics of the pulse sector during the last three decades. The examination of pulse supply, demand, uses, trade, prices, and outlook would help researchers and policy makers make more informed decisions related to the sector. Pulse-based food is an important source of dietary protein and essential minerals, particularly for the vegetarian population. At the global level, the average share of pulses is only 5 percent of the total protein consumption but their contribution in several developing countries range between 10 and 40 percent. To meet the growing demand and raise their per capita availability, countries made efforts to increase production and explore trade opportunities to augment domestic supply. Overall between 1980 and 2013, pulses production at the global level grew at an annual rate of 1.3 percent but there were, however, two phases of pulses production at the global level. While there was almost a period of stagnation in production of pulses during the1990s, production has sharply increased since 2005. The bulk of the increase in production came from developing countries where both area and yield growth (from a low base) contributed to the production. For developed countries—where production also grew—the center of production shifted from Europe to North America and Oceania. For developing countries, two new centers of production emerged in Eastern Africa and Southeastern Asia (Myanmar).

Book excerpt: This study was undertaken to analyze the dynamics of production for pulses in India, one of the most important crops in India from the perspective of nutrition as well as environmental sustainability. India has been persistently deficient in pulses in spite of significant investment by the government over time. Using secondary data for a long period of time, from 1950 to 2011, we study how production of pulses has changed across regions and over time in India. Realizing the role of pulses in the cereals complex, the study shows the changing scenario in pulses production as it was crowded out by cereals with the advent of Green Revolution technologies. We create typologies of different phases in the evolution of production in India. Results show that there have been pronounced movements in pulses, with production centers shifting regionally from north to south and east to west and some concentration in central India. Notwithstanding the turnaround in pulses in the past three to four years, pulses have been moving increasingly to marginal unirrigated areas. The econometric results based on fixed-effects estimation establish that as irrigation becomes available there is a switch away from pulses toward competing crops. Recent advances in technology with short- to extra-short-duration varieties that fit into cereal-based systems have opened up new avenues for pulses reflected in increasing production. Also, we find no evidence of crowding out of domestic production because of liberalized trade, which has been the case in pulses for a long period of time.
