Book excerpt: The need for protection from uncontrolled fire in California was identified by Abbott Kinney, Chairman of the State Board of Forestry, more than 75 years before the construc-tion of the Riverside Forest Fire Laboratory. With the organization of the USDA Forest Service the need for an effective fire protection organization became apparent. In response, a somewhat fragmented research program got under way in the 19 10's. Although the research was successful in reducing fire damage undermost conditions, severe fire years still made it clear that a strong cohesive fire research effort, headquartered at an adequate laboratory was necessary. However, the Fire Laboratory did not "just happen." It was the result of considerable organized public and private support. During the 50 years prior to the dedication of the Laboratory, and the 25 years since, there has been an effort to balance a pragmatic approach toward dealing directly with the fire manager, and also maintaining scientific excellence. There are currently six research projects at the Laboratory with emphases on fire management and the beneficial use of fire, forest recreation, effects of air pollution on forest ecosystem, and watershed management

Book excerpt: Most journalists and academics attribute the rise of wildfires in the western United States to the USDA Forest Service's successful fire-elimination policies of the twentieth century. However, in Fire Management in the American West, Mark Hudson argues that although a century of suppression did indeed increase the hazard of wildfire, the responsibility does not lie with the USFS alone. The roots are found in the Forest Service's relationships with other, more powerful elements of society--the timber industry in particular. Drawing on correspondence both between and within the Forest Service and the major timber industry associations, newspaper articles, articles from industry outlets, and policy documents from the late 1800s through the present, Hudson shows how the US forest industry, under the constraint of profitability, pushed the USFS away from private industry regulation and toward fire exclusion, eventually changing national forest policy into little more than fire policy. More recently, the USFS has attempted to move beyond the policy of complete fire suppression. Interviews with public land managers in the Pacific Northwest shed light on the sources of the agency's struggles as it attempts to change the way we understand and relate to fire in the West. Fire preven tion, like the frequency of man-caused fires, has its ups and downs. Apparently we are in an up period nationally. All protection agencies taken collectively have had an upsurge in man-caused fires during the past 2 years. Many explanations are given for this but it would be difficult to be certain of the true cause. Apparently, there is no one cause but several. This up swing in man-caused fires has focused renewed attention on fire prevention. We are beginning some fire prevention research aimed at trying to determine the exact cause for fires, the reason behind the cause, and at trying to evaluate the various prevention efforts now used with all man-causes. We look forward to the time when application of increased knowledge and improved methods will greatly reduce fires within the forests. We hope railroad fires will follow this path. Recent experience on the national forests has been encouraging. Railroad fires have been of concern to the Forest Service since we were given the job of protecting the national forests nearly 60 years ago. Fires from railroad causes were very common in western national forests in the early days. Not much attention was paid to either suppression or prevention in those times. As we were able to greatly reduce the acreage burned and resulting damages through better fire control, we began to give more attention to preventing all fires. We recognize that the best fire is the one that never happens. This emphasizes prevention. In examining the fire record of the national forests for the past 10 years, I note that there has been a general reduction in railroad fires, but the pattern by regions and national forests is irregular. For example, for the 5-year period 1949-54 there were railroad fires on the national forests. For the next 5 years this had dropped to 604 or to nearly one-half.
