All the ceremonies will be presided over by the Governor of the State, who, by his proclamation, dated April 6th, 1912, has asked all the people of the state to participate, those not able to come to the city of New Orleans being requested to have some form of celebration at their homes, and he has directed, in so far as same is compatible with public business, that all official functions be dispensed with, and also that there be a holiday in all the public schools of the state, and in this I concur in so far as the city of New Orleans is concerned. The main celebration will take place in the city of New Orleans, which was the capital when Louisiana was admitted as a state, and where sat the Constitution Convention of 1811 tinder which the state was organized. In 1914, lengthened far out to Bayou Saint John, with its two separate roadways and a grassy tree-planted parkway between them, it still was socially best among the score of streets, once so short, of the old Franco-Spanish city. One of its most attractive dwellings, of brick under a rich brown stucco, was near Rampart Street. It may be gone now. It was of three stories, the first sixteen feet high, the second twelve. That was for coolness. A dozen yards back from the sidewalk, in courtly dignity, without a blemish of architectural parade, this fair home awaited its visitors' approach through a gate of wrought-iron openwork in a wall eight feet high, also of brown stucco and covered, the year round, with climbing roses. Although New Orleans needs railroads without delay - the one north of the Ohio, and the other west to the Rio Grande - with but a small probability of getting either very soon - yet these alone, so long as capital and capitalists absent themselves and take up their abode else where - se long as manufactures, ship-building and the like, are neglected, will not make the city what she ought to be - the mistress of the two Americas. But perhaps a new generation must he waited for, as the present one seems to think that the South is adapted to the production, but not to the manufacturing of the raw material. It is but too true that the population of New Orleans has not increased as rapidly as that of New York. But this fact is not of itself a sure harbinger of an approaching ruin, that shall number New Orleans with fallen Babylon, Nineveh, Palmyra and Thebes. Louisiana, a com paratively new State, whose natural advantages are scarcely known - certainly not developed-is, nevertheless, prosperous, if commercial superiority be a criterion. Take, for example, a year that of 1840, ending with September, in which the whole domestic produce exported from the United States was in value of which Louisiana alone exported - say thirty-three millions - one-third of the whole equal to nearly one hundred dollars for every per son, white and black, in the State; while the residue of the United States afi'ords only forty four dollars as the average expert for each individual. Thus, Louisiana exports about four times more than Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, Connecticut, New Jersey and Delaware united, and about one-third more than the great State of New York.
