Hong Kong Housing Authority is committed to develop a highly interacted community and social network by improving the layout-design of public housing estates over decades. However, research suggests that the community interaction in housing estates in Hong Kong has been declining day by day. This study focuses on public space focusing on outdoor communal spaces in public housing layouts of different prototypes and periods. Attributes of public spaces, that impact on neighborly interaction within estates in Hong Kong, have been highlighted for investigation here. This monograph sequentially aims to look into the following research questions - How does a layout design influence public spaces and impact on neighborly interaction? What makes a space successful to the people of different groups, ages, and interests? The answers of these questions would help the design-professionals and the city-authorities to shed some light on public spaces in dealing with new and existing housing layouts at the neighborhood level in Hong Kong as well as in the world.

Abstract: Abstract: In an urban setting, large scale private residential development has become the main stream of leading the housing market, and in certain degree it is also leading the economy of the entire city. These developments do provide its own residents a high quality of environment and spaces that can increase the development's value. At the same time these private residential developments have to create common space or so called "quasi public space" for the general public to enjoy as well. These common and public spaces in private developments may enhance the environment by bringing liveliness and vibrancy to the place. However the quality and quantity of these common spaces in large scale private residential developments are seems decreasing and focuses of such development were shifted onto creating a better gated community. The objective of this research is trying to discover whether recent private residential development are tended to have less common space or have more restricted common space than old and other types of residential development. The study will be based on case study in Hong Kong. Not knowing the name of the neighbor is not a unfamiliar even at all. Like e-banking, teleshopping, e-business becoming so popular, some day the term 'e-neighbor' may be popular. Where people live physically very closely in same neighborhood, the use of the term 'e-neighbor' is quite unfortunate. To run parallel with the global e-race, the neighborly interaction in public housing estates is not reversed. Several researches identified the community interaction in public housing estates; Hong Kong is decreased day by day. Hong Kong Housing authority developed living standard, housing program chronologically from 1950's. Similarly, the layout design of the housing estates also improved phase to phase. Layout design negotiates and balances between the programmatic requirement of housing authority and context. How does layout design influence on recreational facilities provided by Hong Kong Housing Authority as well as the people use these? Can communal spaces influence resident to be interacted? I have tried to identify in this dissertation the characteristic of communal spaces especially in out door spaces that influence resident to interact with others. This dissertation also try to find out how resident in public housing estate can react the different type of communal spaces and I have formulated a set of criteria of communal space that impact on resident physically and spatially to interact. All rights not granted by the above license are retained by the author. Abstract: Since the growing aging population in Hong Kong and most of the elderly living under various public housing estates. Over the years, public housing program in Hong Kong have been expanding and now provides residence to a significant elder people in Hong Kong. For aged public housing estates which accommodate the majority of the elderly with inadequate facilities both in interior unit and in exterior to meet their daily needs while their physical capability deteriorating. Therefore, "Aging in place" become the better housing option for elder people to maintain the greater autonomy and be less dependent on other sources of assistance with adequate supportive services and facilities. Under this circumstance, elder people prefer to reside in the community or place which they have a strong sense of attachment and familiarize with. However, the redevelopment projects for the aged public housing estates pose a considerable threat to implement the "Aging in place" because this change the living environment for the elderly and relocation to other living places may not be able to accommodate the elderly needs for social connection. Therefore, we need to examine and assess the applicability of "Aging in place" under the redevelopment of public housing estates Through the literature review, "Aging in place" is defined to promote one's ability to live in their current residence safely, comfortably and independently without moving. Also, this study is to investigate the concept of "Aging in place" has been used in planning and design stages of a public housing estate. In this regard, Pak Tin estate was used as case study. The findings showed that there were two blocks built as Senior Housing with standardized facilities and design to meet the housing needs for the elderly. The rest of the general public housing blocks did carry out the concept of "Universal Design" in communal area to assist the elderly in daily living. In future planning, demand a holistic approach among the concerned bureaux and departments in planning. The concept of "Aging in place" has been achieved in Pak Tin estate is assessed through conducting in-depth interview with elder people and stakeholders in Pak Tin estate. The findings showed that Senior Housing blocks are not popular with elder people because the interior design approaches of the unit cannot meet the housing needs for the elderly. While the general public housing in interior design is relatively acceptable to the elder resident upon modification of the unit and introduce the concept of "Universal Design" in the unit. The District and Community facilities are sufficient to assist the elder people in daily living and sometimes required to access other districts for necessary services which not available in the District. The improvement measures should be drawn to enhance accessible fitness facilities, offer various health services in the estate and district. For the community support service and social connection, the service provider is the Non-profit making organization which funded by the government. These NGOs offered the supportive services are praised by the elder resident to "Aging in place" and stay in the community.
