Book excerpt: This book investigates public service broadcasting (PSB) models in post-authoritarian regimes, and offers a critical inspection of the development of a Western European-originated PSB system in Asian transitional societies, in particular in Indonesia since the 1990's. Placing the case of Indonesia's PSB within the context of global media liberalization, this book traces the development of public service broadcasting in post-authoritarian societies, including the arrival of neoliberal policy and the growth of media oligarchs that favour free market media systems over public interest media systems. The book argues that Western European PSB models or 'BBC-like' models have travelled to new democracies, and that autocratic legacies embedded in former state-owned radio and television broadcasters have resisted pro-democratic media pressures. As such, similar to new PSBs in other post-colonial, transitional and global south regimes, such as in Arab states or Bangladesh, this book demonstrates that the adoption of PSB in Indonesia has not reflected the ideal PSB project initially envisaged by media advocates but was flawed in both media policy and governance. It explores the history of broadcast governance in authoritarian Indonesia, and considers how Western European PSB or 'British Broadcasting Corporation/BBC-like' models have travelled – somewhat uneasily – to new democracies, but also how autocratic legacies embedded in former state-owned radio and television channels have resisted external parties of pro-democratic media systems.

By tracing controversies over the use of Arabic in three countries with distinct colonial legacies, Egypt, Indonesia, and Senegal, the book presents a new approach to the study of postcolonial literatures, anticolonial nationalisms, and the global circulation of pluralist ideas. Annette Damayanti Lienau presents the largely untold story of how Arabic, often understood in Africa and Asia as a language of Islamic ritual and precolonial commerce, assumed a transregional role as an anticolonial literary medium in the nineteenth and twentieth centuries. By examining how major writers and intellectuals across several generations grappled with the cultural asymmetries imposed by imperial Europe, Lienau shows that Arabic—as a cosmopolitan, interethnic, and interreligious language—complicated debates over questions of indigeneity, religious pluralism, counter-imperial nationalisms, and emerging nation-states. Unearthing parallels from West Africa to Southeast Asia, Sacred Language, Vernacular Difference argues that debates comparing the status of Arabic to other languages challenged not only Eurocentric but Arabocentric forms of ethnolinguistic and racial prejudice in both local and global terms.

Applying a multi-dimensional conceptual framework of party institutionalization theory, the book examines Golkar’s organizational infrastructure, its decisional autonomy and programmatic platform as well as the party’s relations to the mass media. Strengths and weaknesses in the individual dimensions of institutionalization are then contrasted with the corresponding levels of institutionalization reached by Indonesia’s other major parties. Tomsa argues that Golkar remains Indonesia’s strongest party because it is better institutionalized than its electoral competitors. Indeed, considering that the region accounts for more than half of the total number of disasters in the world, building capacity and resilience to mitigate the devastating impact of disasters is a pressing task for local actors. This book takes a regional, multidisciplinary and multi-actor approach to improve understandings of how various actors respond to natural and human-induced disasters in the Asia-Pacific region. It examines the ideas and activities of four different categories of agents: civil society; military and state institutions; local cultural knowledge and the media; and economic initiatives, and these themes are approached from various academic disciplines, ranging from anthropology and cultural studies to economics, human geography and political science. The contributors draw their findings from a variety of countries in the region, including China, Fiji, India, Indonesia, Japan, Myanmar and Samoa, and importantly, focus on the interconnection between vulnerability and resilience. In turn, the book highlights how the nature and magnitude of disasters are influenced by social conditions, and aims to contribute to policies that prioritize development opportunities to enhance resilience.
