Book excerpt: At a 2-day meeting in October 1982, the Library of Congress Network Advisory Committee (NAC) members discussed the complex issues involved in public and private sector interactions and their relationship to networking activities. The report, "Public Sector/Private Sector Interaction in Providing Information Services," prepared by the National Commission on Libraries and Information Science (NCLIS), Public Sector/Private Sector Task Force, was used as a core document. In addition, NAC commissioned a concept paper by Glyn Evans, Executive Director, SUNY/OCLC. Discussion groups were formed to explore how the principles and recommendations of the report to NCLIS related to special services provided by either a public or private sector agency. The groups concluded that while equity of access and preservation were of concern, these services could, with appropriate safeguards, be supplied by either sector. In addition to the report of the meeting, this document includes a list of the NAC members, an executive summary, and four appendices: (1) a background reading list; (2) a review and summary of the NCLIS task force report by Robert M. Hayes of the University of California, Los Angeles; (3) Glyn Evans' discussion paper; and (4) an outline of NAC actions on the NCLIS task force report. (DMC)

It appeared to be a straightforward proposal to solve a serious problem. Constrained by a statutory requirement for self-funding and facing a new paradigm in information dissemination, the National Technical Information Service (NTIS) was failing. As federal agencies distributed reports at no cost on the World Wide Web-- reports that formerly NTIS had distributed--NTIS was unable to collect revenue sufficient to cover its costs of cataloging and maintaining its collection. The proposal put forth in August 1999 by the Department of Commerce (where NTIS is organizationally located) was to close NTIS and move its collections and functions to the Library of Congress. The National Commission on Libraries and Information Science (NCLIS) immediately recognized this proposal to be far more significant than it first appeared. Fundamental issues regarding how the government used, disseminated and valued its information resources were at stake. The Commission stepped forward and prepared a preliminary assessment of the proposed closure of NTIS, which it delivered to the President and Congress. This report recommended a number of steps to keep NTIS operational, but it also stated that a much broader assessment of the underlying issues involved in public information dissemination throughout government was needed.

Book excerpt: This summary report addresses the information needs of American citizens, institutions, schools, industry, and government within the context of three themes: literacy, democracy, and productivity. The report includes a preamble, which provides background information on the conference; discussions of the challenges posed by the Information Age in each of the three theme areas; a summary of the highlights of the delegates' recommendations; and the 15 recommendations earmarked for priority action by an early vote of the conference delegates. The recommendations cover the following issues: availability and access to information; national information policies; information networks through technology; structure and governance; services for diverse needs; training to reach end users; personnel and staff development; preservation of information; and marketing to communities. It is suggested that these initiatives collectively provide a blueprint for ways in which the United States can move from a nation at risk to a nation of students and restore our international preeminence in commerce, industry, science, and technological innovation. Also included in the report are the mission statement of the White House Conference (excerpted from Public Law 100-382 and the following appendixes: (1) summary of the conference process; (2) geographic overview of delegate representation; (3) the 95 recommendations and petitions adopted by the delegates together with an index to the recommendations; (4) a list of conference advisory committee members; (5) a list of National Commission on Libraries and Information Science commissioners; (6) conference committee rosters; and (7) a list of conference delegates and alternates.
