Book excerpt: Bangladesh has a long history of catering to the consumption needs of its population through public distribution of food-grains—rice and wheat—stored across an extensive network of warehouses all over the country. This network has its roots in the Bengal famine, but now performs a variety of functions ranging from price support to providing a safety net against crises. However, the storage infrastructure is old, with many warehouses having originated some sixty years ago. The food security situation in Bangladesh has also improved remarkably from the time when this warehousing network was established. Finally, there have been remarkable improve-ments in both technology and management of grain storage that have increased overall efficiency.

Book excerpt: Unprecedented growth in rice production in Bangladesh over the last four decades has outpaced the capacity of post-harvest operations, resulting in substantial grain losses. While production technology has changed dramatically over time, there has been relatively little private investment in transforming storage capacity in the country. This paper explores the lack of widespread private investment in improved grain storage and examines the potential for public support to stimulate greater private sector investment in modern storage. We calculate the returns to investment in bulk grain silos and hermetic cocoons that could upgrade warehouse storage, and calculate the grain loss that conversion to those technologies would prevent. We then assess the public support that would be required to trigger private investment in modern storage systems.

Book excerpt: Based on an extensive survey, this study assesses the current conditions of all three types of government owned warehouses: the silos, Central Storage Depots (CSDs), and Local Supply Depots (LSDs). Using a large team of civil engineers as enumerators, a detailed set of information is generated about the functionality, repair needs, as well as alternative uses of all public warehousing facilities. The data generated from the survey fed into the production of a user-friendly GIS database that encompasses the mapping of all storage facilities, along with functionality indicators and summary statistics from the survey. The comprehensive repair estimates generated in the course of this study, along with its supplementary GIS tool, can serve as important inputs to strategic policy decisions related to the public food grain storage system in the country.

Book excerpt: Bangladesh has successfully improved national food security over the last two decades, primarily by increasing rice production and consumption. However, the country’s food system remains vulnerable to periodic floods and droughts that seriously affect agricultural production and prices. While food imports can cushion the effects of these short-term climate shocks, there is always uncertainty about whether shortages in global commodity markets will coincide with domestic production shortfalls, leading to particularly adverse outcomes, especially for poor farmers and net consumers. This is one of the reasons why Bangladesh’s government has maintained a long-standing public grain procurement and storage system, as well as a large social protection program that distributes subsidized rice and wheat to poor households. These programs, together with investments in farm productivity, have enhanced the resilience of Bangladesh’s food system to climate and world market shocks. Heightened climate variability in recent years has also led the government to increase stocks and make substantial new investments to expand public grain storage capacity.

Storage of these grain is undertaken for various domestic and commercial reasons. During storage heavy quantitative and qualitative losses are known to occur that reduce the food availability and render monitory losses. Major shortcomings in this regard are poor sanitary conditions, leaky and poorly maintained warehouses and ill trained storage officials. Storage losses are not only a problem in wheat and rice but also effect the other stored grains. During storage, insect pests are known to cause considerable damage and weight loss to these commodities. In this study seven (7) methods of loss assessment were examined to investigate the actual losses in stored IRRI-6 and Basmati varieties of rice and wheat stored in public sector godowns. Studies have concluded that during one year storage 1-2% average loss on dry basis was recorded depending upon various factors. Study also pin pointed the areas of future research.

According to a 2011 estimate by the Food and Agriculture Organization of the United Nations (FAO), about one-third of food produced is lost or wasted globally. Beyond quantity estimates, however, less is known about the impacts on farmers, food prices, food availability, and environment of reducing food loss and waste. On October 17, 2018, the National Academies of Sciences, Engineering, and Medicine organized a workshop to examine key challenges that arise in reducing food loss and waste throughout the supply chain and discussed potential ways to address these challenges. This publication summarizes the presentations and discussions from the workshop.

Despite significant investments, floods, droughts, and cyclones during the last two decades continue to cause extensive economic damage and impair livelihoods. Climate change will pose additional risks to ongoing efforts to reduce poverty. This book examines the implications of climate change on food security in Bangladesh and identifies adaptation measures in the agriculture sector using a comprehensive integrated framework. First, the most recent science available is used to characterize current climate and hydrology and its potential changes. Second, country-specific survey and biophysical data is used to derive more realistic and accurate agricultural impact functions and simulations. A range of climate risks (i.e. warmer temperatures, higher carbon dioxide concentrations, changing characteristics of floods, droughts and potential sea level rise) is considered to gain a more complete picture of potential agriculture impacts. Third, while estimating changes in production is important, economic responses may to some degree buffer against the physical losses predicted, and an assessment is made of these. Food security is dependent not only on production, but also future food requirements, income levels and commodity prices. Finally, adaptation possibilities are identified for the sector. This book is the first to combine these multiple disciplines and analytical procedures to comprehensively address these impacts. The framework will serve as a useful guide to design policy intervention strategies and investments in adaptation measures.

Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

Book excerpt: Updates for many countries have made it possible to estimate hunger in the world with greater accuracy this year. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.

It reports on the advances and setbacks of the past fifty years and offers options for the next fifty years. Book excerpt: We study post-harvest losses (PHL) in important and rapidly growing rural-urban value chains in Ethiopia. We analyze self-reported PHL from different value chain agents – farmers, wholesale traders, processors, and retailers – based on unique large-scale data sets for two major commercial commodities, the storable staple teff and the perishable liquid milk. PHL in the most prevalent value chain pathways for teff and milk amount to between 2.2 and 3.3 percent and 2.1 and 4.3 percent of total produced quantities, respectively. We complement these findings with primary data from urban food retailers for more than 4,000 commodities. Estimates of PHL from this research overall are found to be significantly lower than is commonly assumed. We further find that the emerging modern retail sector in Ethiopia is characterized by half the level of PHL than are observed in the traditional retail sector. This is likely due to more stringent quality requirements at procurement, sales of more packaged – and therefore better protected – commodities, and better refrigeration, storage, and sales facilities. The further expected expansion of modern retail in these settings should likely lead to a lowering of PHL in food value chains, at least at the retail level.
