His theory was, arguably, one of the first to provide a justification for political legitimacy from the perspective of each individual subject. Many excellent books and articles have examined the justification and structure of Hobbes’ commonwealth, ethical system, and interpretation of Christianity. What is troubling is that the Hobbesian project has been largely missing in the applied ethics and public policy literature. We often find applications of Kantian deontology, Bentham’s or Mill’s utilitarianism, Rawls’s contractualism, the ethics of care, and various iterations of virtue ethics. Hobbesian accounts are routinely ignored and often derided. This is unfortunate because Hobbes’s project offers a unique perspective. To ignore it, when such a perspective would be fruitful to apply to another set of theoretical questions, is a problem in need of a remedy. This volume seeks to eliminate (or, at the very least, partially fill) this gap in the literature. Not only will this volume appeal to those that are generally familiar with Hobbesian scholarship, it will also appeal to a variety of readers that are largely unfamiliar with Hobbes.

More particularly, the book presents objections to the most common response given by contemporary legal and political theorists to the moral complexity of decision-making in modern societies, namely: the attempt to release public agents from their argumentative burden by insulating a particular set of reasons from the general pool of reasons and assigning the former systematic priority over all other reasons. That strategy is apparent both in Rawls’ claim that reasons concerning the right are systematically prior to reasons concerning the good and in Raz’s claim that pre-emptive reasons are systematically prior to first-order reasons. The same strategy is also instantiated by certain arguments for the procedural value of law, such as Jeremy Waldron’s. In the book, each of those arguments for the insulation of reasons is objected to in order to defend the thesis the reasoning by public agents must always be as comprehensive as possible. The remaining chapters object to those arguments mentioned above which aim at justifying the exclusion of certain reasons from public agents' decision-making.

Further, public democratic deliberation requires participants to construct these policies as citizens who are agnostic with respect to the truth of all comprehensive doctrines, whether secular or religious. The goal of these deliberations is practical, namely, to identify reasonable policy options that reflect fair terms of cooperation in a liberal, pluralistic society. Further, religious advocates may participate in formal policymaking processes as reasonable liberal citizens. Finally, public reason evolves through the deliberative process and all the novel technological challenges medicine generates for bioethics and related public policies.
