Book Science Policy and Stakeholders in Water Management

Download or read book Science Policy and Stakeholders in Water Management written by Geoffrey Gooch and published by Routledge. This book was released on 2010-08-12 with total page 180 pages. Available in PDF, EPUB and Kindle. Book excerpt: One of the major problems facing practitioners and scientists working with water management is how to integrate knowledge and experiences from scientific, policy and stakeholder perspectives. In this book this science-policy-stakeholder interface (SPSI) is examined both analytically and through the description of practical experiences from river basins in Europe, India and South-East Asia. These include the Tungabhadra (India), Sesan (Vietnam/Cambodia), Tagus (Spain/Portugal) and Glomma (Norway), which particularly highlight issues associated with pollution, severely altered river flows and transboundary conflicts. Following two chapters which lay the framework for the book the authors describe how SPSI was managed in the case study basins and how stakeholder participation and scenarios were used to integrate different perspectives, and to facilitate the communication of different forms of knowledge. Four important aspects of water management and SPSI are then discussed; these are water pollution, land and water interaction, environmental flow and transboundary water regimes. Short descriptions of the case study rivers are provided together with analyses of how SPSI was managed in water management in these basins and policy recommendations for the basins. The book concludes by providing a series of recommendations for improving the science-policy-stakeholder interface in water management. It represents a major step forward in our understanding of how to implement integrated water resources management.

Book Public Participation in Environmental Assessment and Decision Making

Download or read book Public Participation in Environmental Assessment and Decision Making written by National Research Council and published by National Academies Press. This book was released on 2008-11-07 with total page 322 pages. Available in PDF, EPUB and Kindle. Book excerpt: Federal agencies have taken steps to include the public in a wide range of environmental decisions. Although some form of public participation is often required by law, agencies usually have broad discretion about the extent of that involvement. Approaches vary widely, from holding public information-gathering meetings to forming advisory groups to actively including citizens in making and implementing decisions. Proponents of public participation argue that those who must live with the outcome of an environmental decision should have some influence on it. Critics maintain that public participation slows decision making and can lower its quality by including people unfamiliar with the science involved. This book concludes that, when done correctly, public participation improves the quality of federal agencies' decisions about the environment. Well-managed public involvement also increases the legitimacy of decisions in the eyes of those affected by them, which makes it more likely that the decisions will be implemented effectively. This book recommends that agencies recognize public participation as valuable to their objectives, not just as a formality required by the law. It details principles and approaches agencies can use to successfully involve the public.

Book Water Management and Public Participation

Download or read book Water Management and Public Participation written by Alka Upadhyay and published by Springer Science & Business Media. This book was released on 2012-11-11 with total page 163 pages. Available in PDF, EPUB and Kindle. Book excerpt: Integrated Water Resources Management (IWRM) is an approach that promotes the coordinated development and management of water, land and related resources, in order to maximize economic and social welfare in an equitable manner without compromising the sustainability of vital ecosystems. Without public interest and participation, successful implementation of IWRM plans for river basin cannot be possible. Further to this, management at the watershed level to assure water supplies to support livelihood (i.e. domestic water, irrigation, industries, etc.) and sustainable groundwater development requires water augmentation through water conservation structures, and pollution control will also play a vital role. In India, because of limited period of rainfall during Monsoon (i.e. three to four months), water conservation and rainwater harvesting have been practiced since ancient days in order to meet water demands throughout the year. These structures are generally constructed and operated through the public participation. Keeping in view of the importance of public partnership, the role of public partnership in context of water-related awareness and practices has been investigated in different parts of the Yamuna River basin. The investigation evaluates the impact of various water conservation devices on livelihood; compares the performance of recently developed water conservation structures with ancient structures; examines spatial variation of water-related problems in the basin; and proposes an institutional setup for effective governance.

Book Public Participation in Water Resources Planning

Download or read book Public Participation in Water Resources Planning written by A. Bruce Bishop and published by . This book was released on 1970 with total page 132 pages. Available in PDF, EPUB and Kindle. Book excerpt: Public concern over the use of the nation's natural resources has led to increased citizen participation in the public works planning process. The report focuses on the development of water resources in relation to the role of the planner in communicating and interacting with the publics in planning. It describes the institutional and behavioral aspects of planning as a process of social change, offers a descriptive model of the planning process, and with this as a framework discusses methods and approaches for developing public participation in planning studies. Six public participation program objectives are set forth to guide the organization of citizen involvement in planning studies. A number of methods for working with the public are described, including information campaigns, sample surveys, group advocacy, informal contact with local interests, community workshops, citizens' committees, special task forces, public inquiries, and public hearings. The use of a factor profile is discussed as a method for presenting, discussing and evaluating the social, environmental and community effects, together with the economic effects of alternative planning proposals.
