Book Effective Public Involvement Using Limited Resources

Download or read book Effective Public Involvement Using Limited Resources written by Anne Caroline Morris and published by . This book was released on 2010 with total page 124 pages. Available in PDF, EPUB and Kindle. Book excerpt: This synthesis was prepared to report on the state of the practice and to identify effective public involvement using limited resources. Basic information is offered here for transportation agencies to further their efforts in this area. This synthesis provides information about staff and agency experiences in the application of effective and cost-effective strategies and implementation techniques used to engage the public in the development of transportation plans and projects, as well as strategies found to be ineffective. It captures respondents' definitions of successful, effective, and cost-effective public involvement and reveals a rudimentary state of the practice in the areas of costs and measures of effectiveness. Although there appeared to be no clear cut definitions of responsibilities or implementation strategies, similarities and differences were identified in four areas - organizational structure, staffing, cost quantification, and process. Detailed appendices provide abstracts of the literature reviewed and document survey questionnaire interview responses.

Book Innovations in Public Involvement for Transportation Planning

Download or read book Innovations in Public Involvement for Transportation Planning written by United States. Federal Transit Administration and published by . This book was released on 1994 with total page 74 pages. Available in PDF, EPUB and Kindle. Book excerpt: Public involvement in transportation planning has a new emphasis since Congress passed the Federal intermodal Surface Transportation Act of 1991 (ISTEA). Federal regulations to implement ISTEA call for proactive public involvement processes. They must respond not only to the requirements of ISTEA but also those of related Federal acts, such as the Clean Air Act and the Americans with Disabilities Act. This set of notebook pages has been prepared to introduce agencies to some practical techniques of public Involvement that can be used in a variety of situations. It is geared to the needs of State agencies and metropolitan planning organizations (MPO's), particularly some smaller MPO's with less extensive public involvement experience. It is intended for use both by public involvement specialists and the others who have public involvement responsibilities. It is not the whole answer to public involvement but a starting point to stimulate responsiveness to ISTEA. Techniques should always be tailored to local conditions and should be as creative and fresh as possible to attract public interest.

Book Citizen Participation and the Role of the Public Hearing

Download or read book Citizen Participation and the Role of the Public Hearing written by Michael A. Perfater and published by . This book was released on 1975 with total page 80 pages. Available in PDF, EPUB and Kindle. Book excerpt: The study sought a detailed description of the public involvement techniques embraced in the public hearing strategy of each of the nation's state transportation agencies. In addition, it examined the status of the public hearing as a principal technique within the citizen participation process of each agency to determine how strong or weak a role the public hearing is playing within the transportation decision making process nationwide. Presented is an evaluation of the pre-hearing and post-hearing procedures being utilized by transportation agencies. Information for the study was obtained through interviews with the public hearing officer, or his equivalent in each highway and/or transportation department. Each officer was also asked to submit to the researcher written copies of his agency's public hearing strategy along with any other pertinent material regarding public hearings or citizen participation. The document most often received was the Action Plan. The study found that basically the nation's state transportation agencies utilize either one of two administrative operations for conducting public hearings. In 29 agencies the programs have centralized administrations whereby the majority of mandates emanate from the central office. In the remaining 21 agencies the responsibility for hearing administration is delegated to district or regional offices. The study also showed the existence of a growing trend for agencies to utilize independent moderators at public hearings, especially if the hearings are likely to produce controversy. Also it was found that the most efficient and widely used pre-hearing technique is the informal pre-hearing meeting. The specifics of hearing/meeting notification and hearing structure and content are discussed in the report. The information gathered suggests that the nation's state transportation agencies are continuously striving to achieve meaningful public participation in transportation decision making through countless innovations and much experimentation.
