Public goods are known as common works and market failures in classical economical theories, means that the market cannot provide them, so the conventional view postulates that only governments should and mostly can provide public goods. Public goods are consumed collectively like national defence, public transport or public education. Many economists argue that central planning and bureaucratic is necessary to produce public goods. Especially Socialists argue that the government do a better job of providing them. Libertarian legal theorists are opponents of the Socialists. They argue that markets can provide most if not all private goods for various reasons; some of them will be discussed in this paper and we will see, that the answer of the included question in the topic is as so often, between the two radical theories of Socialists and Libertarians. This paper shall be an economical analysis of public goods, neither political nor social viewings of public goods are pillars of this work, but in the hole discussion about public goods there are necessary and for the party who should provide them.

From an academic perspective, numerous potential pitfalls exist with respect to funding, willingness-to-pay, and the free rider problem. The logical solution to these problems has therefore always been government provision of public goods. In an era where governments withdraw from the market place as active providers of goods and services, however, there is a renewed interest in the private provision of these activities. This thesis takes a governmental perspective, asking how governments can encourage investments in the private provision of public goods. Since from an economic perspective the so-called ?coercive? measures (most noteworthy: regulation) are by definition inefficient, I focus on the non-coercive measures. Therewith, a trade-off is introduced between the efficiency and effectiveness of the government intervention?coercive measures are most predictable in their outcomes, but less efficient, whereas non-coercive measures are most efficient, but less predictable. The choice for non-coercive intervention instruments yields a number of dilemmas, illustrating the complexity of the choices to be made. The four dilemmas discussed are the Influenceability Dilemma, the Smart Governance Dilemma, the Policy Portfolio Dilemma, and the Joint Ownership Dilemma..

The desired mix of market and state is anything but easy to bring about. It is a difficult and sometimes destructive process that is constantly in motion. There are periods in history in which the market gains in importance. During other periods the opposite occurs and government is more dominant. The turning points in this pendulum swing typically seem to coincide with disruptive events that test the limits of market and state. Why we experience this dynamic is an important theme in the book. Will the market, which today is afforded a greater and greater role due to globalization, run up against its limits? Or do the financial crisis and growing income inequality show that we have already reached those limits? Do we have to brace ourselves for a rejection of the capitalist system? The role of specific nonmarket practices for promoting the economic development and welfare has been a distinct concern, typically involving discussion of the state’s economic policies. How have societies tackled those issues that the market did not? To what extent did those solutions reflect the structure of an economy? Public Goods Provision in the Early Modern Economy explores these questions by investigating efforts made for the provision of "public goods" in early modern economies from the perspective of Japanese socioeconomic history during Tokugawa era (1603–1868), and by comparing those cases with others from Europe and China’s economic history. The contributors focus on three areas of inquiry—early modern era welfare policies for the poor, infrastructure, and forest management—to provide both a unique perspective on Japanese public finance at local levels and a vantage point outside of Europe to encourage a more global view of early modern political economies that shaped subsequent modern transformations.

Legitimized by the argument of efficiency gains, social security including public housing, pensions, unemployment insurance and health care are all being gradually privatized. This book argues that on the basis of efficiency, morality and equality there is still an overwhelming need for public intervention – the res publica. Although the state still funds and regulates core domains, it provides fewer and fewer visible goods. The authors show how this apparent invisibility of the state presents serious challenges for both income equality and democracy.

The author shows how the social contract, in its quest for fairness, actually helps to breed the parasitic 'free riding' it is meant to suppress. He also shows how, in the absence of taxation, many public goods would be provided by spontaneous group co-operation. This would, however, imply some degree of free riding. Unwilling to tolerate such unfairness, co-operating groups would eventually drift from voluntary to compulsory solutions, heedless of the fact that this must bring back free riding with a vengeance. The author argues that the perverse incentives created by the attempt to render public provision assured and fair are a principal cause of the poor functioning of organised society.
