The EU added 12 new countries from central/eastern Europe and the Mediterranean in 2004 (Cyprus, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia and Slovenia) and then again in 2007 (Romania and Bulgaria). This was the biggest EU enlargement ever and a historic step towards unifying Europe after decades of Cold War division.

Book excerpt: Following the financial and public debt crisis, the EU's Economic and Monetary Union (EMU) has been under intense political scrutiny. The measures adopted in response to the crisis have granted additional powers to the EU (and national) authorities, the exercise of which can have massive implications for the economies of the Member States, financial institutions and, of course, citizens. The following questions arise: how can we hold accountable those institutions that are exercising power at the national and EU level? What is the appropriate level, type and degree of accountability and transparency that should be involved in the development of the EU's governance structures in the areas of fiscal and economic governance and the Banking Union? What is the role of parliaments and courts in holding those institutions accountable for the exercise of their duties? Is the revised EMU framework democratically legitimate? How can we bridge the gap between the citizens - and the institutions that represent them - and those institutions that are making these important decisions in the field of economic and monetary policy? This book principally examines the mechanisms for political and legal accountability in the EMU and the Banking Union. It examines the implications that the reforms of EU economic governance have had for the locus and strength of executive power in the Union, as well as the role of parliaments (and other political fora) and courts in holding the institutions acting in this area accountable for the exercise of their tasks. It further sets out several proposals regarding transparency, accountability, and legitimacy in the EMU.

This question was at the centre of the 2008 European Commission workshop on public finances. It was largely motivated by the pressures put on European economies and their budgets from ageing populations and increased globalisation. However, the on-going financial crisis has given the issue an even greater prominence. Current fiscal stimulus packages not only include short-term measures, but also aim to have a lasting impact on growth. The latter is one aspect of ensuring a high quality of public finances. The workshop papers presented and analysed a number of policy options, ranging from the role of growth-enhancing public expenditure, in particular public infrastructure, and more generally the provision of public capital, the role of institutions, tax policy and the interaction of short-term counter-cyclical fiscal policy and long-term economic growth.

This focus is largely a response to preparing the European economies for the dual challenge of ageing populations and increased exposure to global competition. Better QPF can help tackle both challenges: either directly through fiscal consolidation, pension and expenditure reforms or indirectly by creating conditions in support of long-term growth as expenditure and revenue systems become more efficient and less distortionary. At the EU level, the Stability and Growth Pact and the Lisbon Strategy for Growth and Jobs provide, in principle, the appropriate tools for fostering such policies, but in practice both instruments have not yet focused much on QPF which is a common component of both tools. This is partly because a broad-based conceptual framework on what makes up QPF has been missing. This paper attempts to close this gap by developing a multi-dimensional approach on QPF. The framework aims at bringing together the many different pieces of QPF that have so far mostly been studied in isolation. The paper summarises empirical findings on the links between QPF and growth, reviews how EU Member States fare in those aspects and analyses some links between QPF and growth based on a growth-accounting approach, using discriminant analysis.

Book excerpt: The Communication on Public Finances in EMU 2005 summarises the main policy messages of the yearly Public Finances in EMU report prepared by Directorate General for Economic and Financial Affairs. The Commission calls on Member States to live up to their renewed commitment to sound budgetary policies and pledges to implement forcefully the reformed Growth and Stability Pact. The report shows that the average budget deficit in the euro area and in the EU25 improved slightly in 2004 after having deteriorated for three consecutive years. But this was largely the result of progress in new Member States. The situation of public finances needs to be dealt with resolutely to prevent debt ratios from increasing, also in view of looming ageing prospects, and to better use public resources to foster a higher growth potential. The main conclusions from the analysis presented in the 2005 Public Finances in EMU report are as follows: In spite of a reduction in deficits in the EU area, debt is increasing and sustainability of public finances is not ensured in many countries. This calls for a renewed attention to the evolution of the debt, including to stock flow adjustments, and to the quality of fiscal consolidations. There is an increasing discrepancy between Member States' budgetary plans and the actual results, which is due mostly to expenditure slippages. The answer to this must be well-designed medium-term expenditure frameworks at national level to help achieve a better control over expenditure. Structural reforms are key to increase growth potential, but may increase deficits in the short-term. However, this impact is in general quite small and depends on the type of reform. This evidence points in favour of considering structural reforms in the evaluation of budgetary policies but also of assessing them on a case-by-case basis when implementing the reformed Stability and Growth Pact. As in many other Member States, there is scope in the recently acceded Member States to manage their public finances in such a way to combine growth and stability objectives via restructured expenditure programmes, improved tax administration and strengthened fiscal governance.
