The material of this money is gold, silver and paper. Its standard of value is United States Gold Coin. All money made by this machine is a full legal tender for all money purposes, public and private, and its value is fixed by law to that of the standard up to its full face value. By this machine the people will inaugurate bimetallism, without the consent, or assistance of other nations. By it they will produce a money that is safe, sound and flexible, all on a parity, always enough, never too much, and at an approximate equitable interest of three per cent. per annum. All money produced by this machine and loaned by it to the people, is all redeemed by the borrower or his property, the same as the National Bank Note is now redeemed. This machine will produce a revenue from a new source for the use of the Government, variously estimated from 60 million to 200 million dollars annually, without expense to the Government for collecting. A Government Banking Department will be the people's agent for running this financial machine for them. This machine is a system of national finance and currency and if put in motion, would remove from the business world; most, if not all the evils arising from our present inadequate, iron, clad, private money systems. The suffering and loss, arising from a depreciated currency, insufficient supply, imperfect distribution and money panics, in times past are beyond computing and are the bitter fruits, that have fallen to civilized man from tradition and inheritance, from the feudal ages. "In all the cities and towns throughout the country checks upon credits in banks and bills of exchange have largely taken the place of bank notes. Not a fiftieth part of the business of the large cities is transacted by the actual use of money, and what is true in regard to the business of the chief cities is measurably true in regard to that of towns and villages throughout the country. Everywhere bank credits and bills of exchange perform the office of currency to a much greater extent than in former years. Except in dealings with the government, for retail trade, for the payment of labor and taxes, for travelling expenses, the purchase of products at first hand, and for the bankers' reserve, money is hardly a necessity. The increased use of bank checks and bills of exchange counterbalances the increased demand for money resulting from the curtailment of mercantile credits." - Report of the Secretary of the Treasury on the State of the Finances for the Year 1867. The Secretary here clearly recognizes the existence of two descriptions of currency, an inferior and a superior one - the former composed of notes which circulate on the faith of moneyed institutions, the latter of checks and drafts based on bank credits, and circulating on the faith of individuals. That this latter, being the superior one, tends to supplant the former, we are here assured; and that such is the natural tendency of monetary affairs is proved by all experience. The real need for circulating notes exists, therefore, always in the inverse ratio of the use of checks, drafts, clearing houses, and all other of the various contrivances for dispensing with the services of either the precious metals or the circulating note. This has been due in part, I must confess, to the fact that with so many factors to be taken into considera tion, my mind has failed to comprehend all or perhaps even the most important of them. Book excerpt: Excerpt from Sinking Funds The permanent funded English debt began in 1694, when twelve million pounds were borrowed from the Bank of England in consideration of its charter. During the Dutch wars the debt rapidly grew until, in 1716, it amounted to forty millions. The various loans making up the debt were based on the pledging or mortgaging of specific taxes, or reve nues. Loans thus guaranteed were said to be funded. The interest of each loan was provided for by a particular tax pledged for a term of years, while the principal was to be discharged, either by the regular excess payment of an annuity, or by the varying surplus yielded by the tax. By this fund ing policy the public debt came to consist of many small loans, each bottomed on its own petty item of revenue. This complicated and rigid system, wherein the growth of one source of income could not be used to eke out the shrinkage Of another, proved unfit for a growing public finance. In 1716, the many little items of revenue, mortgaged to some particular debt, were grouped together into four large funds, the Aggregate, South Sea, General, and Sinking funds.
