Book excerpt: Excerpt from The System in German Schools We often hear or read of the German School System, but we must use this term advisedly and not to understand that the schools of the German Empire are under one head or authority. There are twenty - six States in the German Empire, including the free cities of Hamburg, Bremen, and Luebeck, each of which has its own system and is in no way connected officially with any other State. In fact, edu cation ln the German Empire, as in our own country, is left entirely to the individual States, yet the schools throughout the Empire are very much alike and similar in quality. There are several reasons for this. In the first place the courses in the Hoehere Schulen (secondary and College Education), are governed by the requirements of the Universities which are practically the same for the twenty-three Universities of the German Empire. The Classmal Gymnasium was the principal school until in the year 1900 when the King of Prus sia issued a decree admitting the graduates from the Reform Schools to the Universities on equal terms with those of the old Gymnasium. Since that time the growth of the Re fonm Schools, in which there is less emphasis put upon Latin and Greek or in which these subjects are made elective, has been very rapid. There is no question that the best teach ing, the most enthusiastic teachers, and the best equipment are found in the Reform Schools. There is likewise no question that the growth in these schools will increase in the future. The teachers of the Classical Schools fight the Reform Schools and insist that there is an effort made by the teachers in them to Almericanize the German Schools. In spite of this opposition, as in our own land, the people are turning more and more to these schools and are neglecting the study of the Ancient Classics. The manuscript from which these lectures were given, though altered and partly re-written during successive years, is in parts very fragmentary, and was never prepared by the author in a form suitable for publication. The obvious omissions and breaks of continuity which are certain to be found in the manuscript of a discourse intended for oral delivery, would doubtless have been filled up at the time by extemporaneous additions, and by passages read from the authors spoken of. Notwithstanding'these drawbacks, I have not thought it right to alter the text in any essential points, or to attempt to give it a completeness which could only have been given by some editor as familiar with the subject as the author. The manuscript accordingly remained untouched up to the close of the Author's life and labours in April 1876, and was thus never fully prepared for the press, or finally corrected. Notwithstanding this drawback, and although the information conveyed is not perfectly recent, these brief notes cannot, it is thought, fail to be of value and interest, as recording the direct impressions, and embodying the mature judgment of a highly-qualified observer in matters of education. Draper, Superintendent of Public Instruction for the State of New York, and appears in bis thirty -seventh annual report, transmitted to the Legislature January 6, 1891. The following extract from Superintendent Drapers report explains itself: - In 1867 Superintendent Victor M. Rice presented to the Legislature a special and elaborate report, attempting to set forth the educational conditions of all the enlightened nations of the world. The little volume was published by the State, but the edition was so limited that it is now almost unknown. In enabled the educators of the State to compare their own with other educational systems, and it was likewise prolific of suggestions. Us value, however, was impaired by reason of the fact that the information it contained was derived from the reports of foreign educational or other officers. or from encyclopaedias. To make them of the greatest value to us. foreign school systems must he seen through American eyes, and must be described by an intelligent friend of our school system, who is so anxious for its improvement that he is willing to seize upon any thing which will improve it no matter where he may find it. and who yet has the power of discriminating sufficiently to enable him to see not only what is good, but to determine what is practicable and advisable in this country. I have been desirous of presenting to the educators of this State something of this character covering the educational work of the leading nations of Europe, and of presenting it in such form as to make it available to all officers and teachers in the State. When, therefore, Mr. James Russell Parsons, Jr., ol Hoosick Falls, the accomplished school commissioner of the first commissioner district of Rensselaer county from 1885 to 1888. was made United States consul at Aixda Chapelle Germany, it occurred to me that the opportunity was offered for making an excellent, beginning in this direction. The Prussian elementary school system is the oldest, and admitted to be. in many regards, the best in the world. The man who could investigate and describe it more completely than most men in our State was going there to live for a considerable time, and to live under circumstances which would give him special facilities and opportunities fur information He readily acquiesced in my desire that he should undertake the work, and has presented me with a more comprehensive and detailed description of the plan of organization and the operations of the Prussian school system in, in more compact form than any other which is available to American readers. It is herewith transmitted to the Legislature, to the end that it. may appear in the annual report and reach all interested in the educational progress of the State, and in the confident belief that it will enable us to see more clearly the strong points and discern the weak points of our own system. If this undertaking shall seem to be pleasing and helpful, I hope to follow it next year with similar descriptions covering the public educational systems of England and France. I may add that it seems to me altogether the clearest statement that has ever appeared in English of just what, the Prussian schools are doing.
