Book excerpt: Many teens today who use the Internet are actively involved in participatory cultures—joining online communities (Facebook, message boards, game clans), producing creative work in new forms (digital sampling, modding, fan videomaking, fan fiction), working in teams to complete tasks and develop new knowledge (as in Wikipedia), and shaping the flow of media (as in blogging or podcasting). A growing body of scholarship suggests potential benefits of these activities, including opportunities for peer-to-peer learning, development of skills useful in the modern workplace, and a more empowered conception of citizenship. Some argue that young people pick up these key skills and competencies on their own by interacting with popular culture; but the problems of unequal access, lack of media transparency, and the breakdown of traditional forms of socialization and professional training suggest a role for policy and pedagogical intervention. This report aims to shift the conversation about the "digital divide" from questions about access to technology to questions about access to opportunities for involvement in participatory culture and how to provide all young people with the chance to develop the cultural competencies and social skills needed. Fostering these skills, the authors argue, requires a systemic approach to media education; schools, afterschool programs, and parents all have distinctive roles to play. The John D. and Catherine T. Available in PDF, EPUB and Kindle. Book excerpt: Participation of beneficiaries in the monitoring of public services is increasingly seen as a key to improving their efficiency. In India, the current government flagship program on universal primary education organizes both locally elected leaders and parents of children enrolled in public schools into committees and gives these groups powers over resource allocation, and monitoring and management of school performance. However, in a baseline survey we found that people were not aware of the existence of these committees and their potential for improving education. This paper evaluates three different interventions to encourage beneficiaries' participation through these committees: providing information, training community members in a new testing tool, and training and organizing volunteers to hold remedial reading camps for illiterate children. We find that these interventions had no impact on community involvement in public schools, and no impact on teacher effort or learning outcomes in those schools. However, we do find that the intervention that trained volunteers to teach children to read had a large impact on activity outside public schools -- local youths volunteered to be trained to teach, and children who attended these camps substantially improved their reading skills. These results suggest that citizens face substantial constraints in participating to improve the public education system, even when they care about education and are willing to do something to improve it.

Because of the enormity of the problem, and the complexities that exist in other areas of public education, the study was limited to public elementary and secondary education.In order to ascertain how those concerned with the communication problem—on both sides - felt, a series of questionnaires were prepared similar to those employed in seeking data on the national level by The American College Testing Program and project Public Information of Madison, Wisconsin. ConclusionsI.There is a pressing need, both at the state level as well as in the constituent school districts, for qualified spokesmen to serve the superintendent and the school boards in dealing with the public, and the news media.II.There appears to be a lack of public relations planning at both levels.III.The State Department of Education has neither set the example for positive public relations, nor has it exerted much of a relationship role in assisting county and city systems in dealing with the news media, and establishing policies.IV.Conversely, the news media has not always sent its best reporters to cover the education scene. In many cases, the education best—if there is one—is covered by new, inexperienced reporters an entry-level position. As soon as reporters master the complexities of education reporting, they “move up” to other news beats. The broadcast media, as a rule, does not assign reporters to education on a regular basis. As a result, they report events as best they can.V.As a general rule, those individuals entrusted with the task of communicating with the media have tended to shy away from it rather than what they have come to feel is a hostile press.VI.While a full-time, professional public practitioner assigned to each school system, as well as the state, might be desirable, it is not economically practical, However, at those systems where establishing such a position is not feasible, one individual in the central office should be designated as the responsible individual to deal with media and public inquiries. This person should also have direct access to the superintendent in order to provide factual and prompt information.VII.An effort should be made to provide constituent school systems with guidance in meeting the public relations challenge, in the form of both a practical public relations manual, plus personal advice and assistance from the State Department of Education.
