Download or read book Public Administration and Decision Aiding Software written by Stuart S. Nagel and published by Praeger. This book was released on 1990-10-16 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This contributed volume offers a summary of the latest ideas and applications concerning decision making software, as applied to administrative decision making and public policy-making. Stuart Nagel, the editor of this work, defines the essence of decision-aiding software to be software that is designed to enable users to process a set of (1) goals to be achieved, (2) alternatives available for achieving them, and (3) relations between goals and alternatives in order to choose the best alternative, combination, allocation, or predictive decision-rule. Containing contributions from both practitioners and theorists, this book should be of immediate value to those professionals involved in the field of public administration. The book is organized in terms of the major fields of public administration, which have been divided into staff/procedural activities, and into line/substantive activities. The first part of the book deals with cross-cutting procedures, including organization theory, policy analysis, and financial management. The second part deals with substantive chapters, including criminal justice, health, environmental-energy, and transportation as administrative fields. The third part of the book involves chapters which combine procedures and substance. It includes developmental policy, with chapters emphasizing the perspectives of people from developing countries toward the relevance of computers and decision-aiding software. It also includes the perspective of people from more developed countries trying to apply policy analysis methods to developmental policy. The third part also deals with public administration education. It emphasizes data banks that are available through telecommunications systems to aid in teaching various aspects of public administration procedures and substance. This book should be of interest to public administrators and scholars of the field.

Download or read book Public Policy Evaluation written by Stuart S. Nagel and published by Routledge. This book was released on 2018-08-13 with total page 364 pages. Available in PDF, EPUB and Kindle. Book excerpt: First published in 1998, this volume examines how super-optimum decisions involve finding alternatives to controversies whereby Conservatives, Liberals, or other major groups can all come out ahead of their best initial expectations simultaneously. This book is organised in terms of concepts, methods, causes, process, substance, and the policy studies profession. Concepts clarify that policy evaluation traditionally involves: (1) Goals to be achieved; (2) Alternatives available for achieving them; (3) Relations between goals and alternatives; (4) Drawing a conclusion as to the best alternative in light of the goals, alternatives, and relations; and (5) Analysing how the conclusion would change if there were changes in the goals, alternatives, or relations. Super-optimizing also involves five related steps, but with the following improvements: (1) Goals are designed as conservative, liberal, or neutral; (2) Alternatives get the same designations; (3) Relations are simplified to indicate which alternatives are relatively high or low on each goal; (4) The conclusion involves arriving at an alternative that does better on Goal A than Alternative A, and simultaneously better on Goal B than Alternative B; and (5) The fifth step involves analysing the super-optimum or win-win alternative in terms of its feasibility as to the economic, technological, psychological, political, administrative, and legal matters.
