It combines the talents and insights of eight noted scholars of state and southern history: William S. Powell, Alan D. Watson, Robert M. Calhoon, Harry L. Watson, Sarah M. Lemmon, and H. G. Jones. Their essays are arranged in chronological order from the founding of the first English colony in North America in 1585 to the present. Traditionally North Carolina has not received the same scholarly attention as Virginia and South Carolina, despite the excellent resources available on Tar Heel history. This study, derived from a symposium sponsored by the North Carolina Division of Archives and History in 1977, asks questions and describes methodologies needed to redress past neglect. Over one-third of the farms had no electricity; only one in eight had a telephone. Illiteracy and a lack of education resulted in the highest rate of draft rejections of any state. The citizens desperately wanted higher living standards, and the war would soon awaken the Rip Van Winkle state to its fullest potential. Home Front traces the evolution of the people, customs, traditions, and attitudes, arguing that World War II was the most significant event in the history of modern North Carolina. Using oral history interviews, newspaper accounts, and other primary sources, historian Julian Pleasants explores the triumphs, hardships, and emotions of North Carolinians during this critical period. The Training and Selective Service Act of 1940 created over fifty new military bases in the state to train two million troops. Citizens witnessed German submarines sinking merchant vessels off the coast, struggled to understand and cope with rationing regulations, and used 10,000 German POWs as farm and factory laborers. The massive influx of newcomers reinvigorated markets--the timber, mineral, textile, tobacco, and shipbuilding industries boomed, and farmers and other manufacturing firms achieved economic success. Although racial and gender discrimination remained, World War II provided social and economic opportunities for black North Carolinians and for women to fill jobs once limited to men, helping to pave the way for the civil and women's rights movements that followed. The conclusion of World War II found North Carolina drastically different. Families had lost sons and daughters, fathers and mothers, and brothers and sisters. Despite all the sacrifices and dislocations, the once provincial state looked forward to a modern, diversified, and highly industrialized future.

Book excerpt: The separation of white and black schools remained largely unquestioned and unchallenged in North Carolina for the first half of the twentieth century, yet by the end of the 1970s, the Tar Heel State operated the most thoroughly desegregated school system in the nation. In Race and Education in North Carolina, John E. Batchelor, a former North Carolina school superintendent, offers a robust analysis of this sea change and the initiatives that comprised the gradual, and often reluctant, desegregation of the state’s public schools. In a state known for relative racial moderation, North Carolina government officials generally steered clear of fiery rhetorical rejections of Brown v. Board of Education, in contrast to the position of leaders in most other parts of the South. Instead, they played for time, staving off influential legislators who wanted to close public schools and provide vouchers to support segregated private schools, instituting policies that would admit a few black students into white schools, and continuing to sanction segregation throughout most of the public education system. Litigation—primarily initiated by the NAACP—and the Civil Rights Act of 1964 created stronger mandates for progress and forced government officials to accelerate the pace of desegregation. Batchelor sheds light on the way local school districts pursued this goal while community leaders, school board members, administrators, and teachers struggled to balance new policy demands with deeply entrenched racial prejudice and widespread support for continued segregation. Drawing from case law, newspapers, interviews with policy makers, civil rights leaders, and attorneys involved in school desegregation, as well as previously unused archival material, Race and Education in North Carolina presents a richly textured history of the legal and political factors that informed, obstructed, and finally cleared the way for desegregation in the North Carolina public education system.

Drawing on archival records and oral histories, Sarah Thuesen gives voice to students, parents, teachers, school officials, and civic leaders to reconstruct this high-stakes drama. She explores how African Americans pressed for equality in curricula, higher education, teacher salaries, and school facilities; how white officials co-opted equalization as a means of forestalling integration; and, finally, how black activism for equality evolved into a fight for something "greater than equal--integrated schools that served as models of civic inclusion. These battles persisted into the Brown era, mobilized black communities, narrowed material disparities, fostered black school pride, and profoundly shaped the eventual movement for desegregation. Thuesen emphasizes that the remarkable achievements of this activism should not obscure the inherent limitations of a fight for equality in a segregated society.
