Book House of Commons Committee of Public Accounts The New Homes Bonus HC 114

Download or read book House of Commons Committee of Public Accounts The New Homes Bonus HC 114 written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by The Stationery Office. This book was released on 2013-10-31 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: The New Homes Bonus was introduced as a financial incentive for local authorities to encourage the building of new homes. The scheme is funded from existing local authority grants. £7.5 billion will have been redistributed between councils by 2018-19, so there is a lot of money at stake. It is clearly vital that the incentives work and the Government achieves its aim. It is therefore disappointing that after more than two years of the scheme being up and running, no evaluation is in place and no credible data is available to show whether the scheme is working or not. So far the areas which have gained most money tend to be the areas where housing need is lowest. The areas that have lost most tend to be those where needs are greatest. The Department has yet to demonstrate whether the New Homes Bonus works. Is it helping to create more new homes than would have been built anyway? Is it the best way for Government to use its limited resources to create more homes where they are needed most? Its planned evaluation of the Bonus scheme is now urgent

Book Parliamentary Accountability

Download or read book Parliamentary Accountability written by Philip Giddings and published by Springer. This book was released on 2016-07-27 with total page 261 pages. Available in PDF, EPUB and Kindle. Book excerpt: Written by members of the Study of Parliament Group, this book assesses Parliament's response to the reorganisation of much of the civil service into 'executive agencies'. Chief executives have been given freedom to take operational decisions. Yet Ministers insist that they themselves remain constitutionally responsible for the work of the agencies. After reviewing Parliament's mechanisms and considering several case-studies, the authors conclude that Parliament has yet to exploit fully the opportunities for greater accountability which the new arrangements provide.

Download or read book Tax Avoidance written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by The Stationery Office. This book was released on 2013-02-19 with total page 66 pages. Available in PDF, EPUB and Kindle. Book excerpt: HMRC estimates that in 2010-11 the tax gap due to avoidance was £5 billion and that the present total tax at risk from avoidance over time is £10.2 billion. There is a proliferation of contrived schemes which exploit loopholes in legislation and abuse available tax relief schemes. Promoters are deliberately taking advantage of the time lag between the launch of a scheme and the closure of the scheme by HMRC. Promoters and providers sign up as many clients as possible before HMRC changes the law and shuts the scheme. They then move on to a new scheme and repeat the process. The complexity of tax law creates opportunities for avoidance, there is no effective deterrent, and HMRC is ineffective in challenging promoters. All too often Government introduces tax incentives to stimulate economic activity that become an opportunity for tax avoidance. Promoters collect their fees even when the schemes are found not to deliver a tax advantage and few schemes are covered by mis-selling regulations. Those who promote a tax avoidance scheme are required to notify HMRC of the scheme however, HMRC does not know how much avoidance is not disclosed but should. It is alarming that some QCs' opinions are being used by promoters as a "reasonable excuse" for non-disclosure which prevents HMRC from applying a penalty. HMRC could learn from how other countries deter and tackle tax avoidance. HMRC should also name and shame those who promote tax avoidance schemes, to harness public opinion and reduce the appetite of companies to promote or use avoidance schemes.

This book was released on 2005-07-12 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: The number of estates liable to inheritance tax has grown in recent years, reflecting the rising value of assets in property, particularly of houses. Following on from a National Audit Office report (HCP 17, session 2004-05; ISBN 0102931550), the Committee's report focuses on the following issues: strengthening compliance checks and enforcing penalties for non-compliance; improving case processing and making the system easier to use, including simplifying forms; and the operation of the tax exemption scheme for heritage assets. A number of conclusions and recommendations are made, including the need to: improve data collection and analysis to examine the tax gap on undeclared or under-valued assets; consider extending regulations on disclosure obligations to inheritance tax avoidance schemes; and to further reduce the number of long-outstanding cases by setting targets and making full use of powers to secure information required. The report also recommends that the Revenue should consider developing a co-ordinated bereavement website, in co-operation with other departments, containing advice and information on dealing with the death of a relative, including filing inheritance tax and probate returns.

Download or read book Pre budget Report 2008 written by Great Britain. Parliament. House of Commons. Treasury Committee and published by The Stationery Office. This book was released on 2009 with total page 178 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Treasury Committee's report on the Pre-Budget Report 2008 (Cm. 7484, ISBN 9780101748421) considers that the balance of risks to the Treasury's forecast, for a swift recovery in economic growth for 2010 after a significant decline in output in 2009, is on the downside. The report highlights the lack of bank lending as the single most critical problem for the economy in the near term. The overall effect of the fiscal stimulus remains uncertain, the cost of the reduction in VAT is considerable and, in the view of the majority of commentators, the Treasury's analysis of its impact is an optimistic one. The report notes that the risk of a self-reinforcing deflationary cycle exists in the UK economy at present and recommends that the Treasury prepare and publish the actions it may consider taking should a period of "quantitative easing" be needed. While the need for lower interest rates to maintain economic growth is crucial at the present time, the needs of savers must not be forgotten and the Treasury should consider measures that will also support savers at this difficult time. The report notes with concern that the Pre-Budget Report contains no policy measures which will significantly advance meeting the 2010 child poverty target.
