Book Allocating Federal Funds for Science and Technology

Download or read book Allocating Federal Funds for Science and Technology written by National Research Council and published by National Academies Press. This book was released on 1995-11-22 with total page 107 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United States faces a new challengeâ€"maintaining the vitality of its system for supporting science and technology despite fiscal stringency during the next several years. To address this change, the Senate Appropriations Committee requested a report from the National Academies of Sciences and Engineering and the Institute of Medicine to address "the criteria that should be used in judging the appropriate allocation of funds to research and development activities; to examine the appropriate balance among different types of institutions that conduct such research; and to look at the means of assuring continued objectivity in the allocation process." In this eagerly-awaited book, a committee of experts selected by the National Academies and the Institute responds with 13 recommendations that propose a new budgeting process and formulates a series of questions to address during that process. The committee also makes corollary recommendations about merit review, government oversight, linking research and development to government missions, the synergy between research and education, and other topics. The recommendations are aimed at rooting out obsolete and inadequate activities to free resources from good programs for even better ones, in the belief that "science and technology will be at least as important in the future as they have been in the past in dealing with problems that confront the nation." The authoring committee of this book was chaired by Frank Press, former President of the National Academy of Sciences (1981-1993) and Presidential Science and Technology Advisor (1977-1981).

Book Demystifying the Academic Research Enterprise

Download or read book Demystifying the Academic Research Enterprise written by Kelvin K. Droegemeier and published by MIT Press. This book was released on 2023-12-19 with total page 351 pages. Available in PDF, EPUB and Kindle. Book excerpt: What next-generation scholars need to know in order to thrive, and how they can actively participate in shaping the academic research enterprise. The academic research enterprise is highly complex, involving multiple sectors of society and a vast array of approaches. In Demystifying the Academic Research Enterprise, Kelvin K. Droegemeier shows next-generation scholars across all disciplines how to become more productive earlier in their career, as well as how to help shape the academic research enterprise. The topics covered include public perceptions of scholarly work and its use in policy; understanding the big picture of funding and national priorities as well as identifying funding sources; research methods; collecting data and materials; writing grant proposals; publishing results; ethical conduct; bias and peer review; intellectual property and compliance regulations; partnerships and collaboration; diversity, equity, and inclusion; and the future of research. Droegemeier’s two principal goals are to enhance and accelerate scholars’ understanding of the academic research process and to democratize that understanding, particularly at institutions that traditionally are underrepresented or lack robust resources. While intended for undergraduate and graduate students, postdoctoral scholars, and early career faculty, Demystifying the Academic Research Enterprise is also relevant to mid-career and senior faculty, research administrators, funding organizations, congressional staff, policymakers, and the general public. Droegemeier places scholars in a broader national and international context—not as passive recipients of the existing system but as key actors who actively participate in helping to set priorities, determine policies, drive systemic change, and advance knowledge.

Available in PDF, EPUB and Kindle. Book excerpt: The past 50 years have witnessed a revolution in computing and related communications technologies. The contributions of industry and university researchers to this revolution are manifest; less widely recognized is the major role the federal government played in launching the computing revolution and sustaining its momentum. Funding a Revolution examines the history of computing since World War II to elucidate the federal government's role in funding computing research, supporting the education of computer scientists and engineers, and equipping university research labs. It reviews the economic rationale for government support of research, characterizes federal support for computing research, and summarizes key historical advances in which government-sponsored research played an important role. Funding a Revolution contains a series of case studies in relational databases, the Internet, theoretical computer science, artificial intelligence, and virtual reality that demonstrate the complex interactions among government, universities, and industry that have driven the field. It offers a series of lessons that identify factors contributing to the success of the nation's computing enterprise and the government's role within it.

Book Strengthening Forensic Science in the United States

Download or read book Strengthening Forensic Science in the United States written by National Research Council and published by National Academies Press. This book was released on 2009-07-29 with total page 348 pages. Available in PDF, EPUB and Kindle. Book excerpt: Scores of talented and dedicated people serve the forensic science community, performing vitally important work. However, they are often constrained by lack of adequate resources, sound policies, and national support. It is clear that change and advancements, both systematic and scientific, are needed in a number of forensic science disciplines to ensure the reliability of work, establish enforceable standards, and promote best practices with consistent application. Strengthening Forensic Science in the United States: A Path Forward provides a detailed plan for addressing these needs and suggests the creation of a new government entity, the National Institute of Forensic Science, to establish and enforce standards within the forensic science community. The benefits of improving and regulating the forensic science disciplines are clear: assisting law enforcement officials, enhancing homeland security, and reducing the risk of wrongful conviction and exoneration. Strengthening Forensic Science in the United States gives a full account of what is needed to advance the forensic science disciplines, including upgrading of systems and organizational structures, better training, widespread adoption of uniform and enforceable best practices, and mandatory certification and accreditation programs. While this book provides an essential call-to-action for congress and policy makers, it also serves as a vital tool for law enforcement agencies, criminal prosecutors and attorneys, and forensic science educators.

Book Policy Guidelines for the Development and Promotion of Open Access

Download or read book Policy Guidelines for the Development and Promotion of Open Access written by Swan, Alma and published by UNESCO Publishing. This book was released on 2012-04-10 with total page 79 pages. Available in PDF, EPUB and Kindle. Book excerpt: UNESCO issued this publication to demystify the concept of open access (OA) and to provide concrete steps on putting relevant policies in place. Its focus is on scientific research from peer-reviewed journal articles. Building capacities in Member States for Open Access is a necessary but not sufficient condition for promotion of the concept. Creating an enabling policy environment for OA is therefore a priority. This publication will serve the needs of OA policy development at the government, institutional and funding agency level. The overall objective of the Policy Guidelines is to promote Open Access in Member States by facilitating understanding of all relevant issues related to Open Access. The guidelines are not prescriptive in nature, but are suggestive to facilitate knowledge-based decision-making to adopt OA policies and strengthen national research systems.

The three sections push the boundaries of existing research on global publishing, which has mainly focused on how scholars respond to pressures to publish in English, by highlighting research on evaluation policies, journals’ responses in non-Anglophone contexts to pressures for English-medium publishing, and pedagogies for supporting scholars in their publishing efforts.
