Con il 494, inoltre, per la prima volta la sicurezza nei lavori di costruzione e ingegneria civile vedeva coinvolto in prima persona il Committente e di conseguenza i suoi possibili delegati come il Responsabile dei Lavori e il Responsabile Unico del Procedimento (per gli appalti pubblici) che sono tenuti, a loro volta, ad affidare gli incarichi di Coordinatore per la Sicurezza in fase di Progettazione (CSP) e Coordinamento per la Sicurezza in fase di Esecuzione (CSE). Proprio sul CSP ricade l'onere di redigere il Piano di Sicurezza e Coordinamento. Un documento che racchiude in sé tante e tali caratteristiche da aver attraversato, in questi quattordici anni di vita, una continua evoluzione che l'ha portato a essere non più, e non solo, mero adempimento per rispondere a un dettato legislativo, ma uno strumento applicativo di primaria importanza, che tanto meglio sarà redatto tanto più darà luogo a Piani Operativi di Sicurezza (POS) che l'impresa affidataria e l'impresa esecutrice sono tenute a redigere. Di qui l'importanza di questo testo che ha lo scopo di accompagnare passo passo il Coordinatore per la Sicurezza in fase di Progettazione a mettere a punto un Piano di Sicurezza e Coordinamento con tutte le carte in regola. Ben sapendo, comunque, che il Psc è un lavoro unico e nessun manuale può sostituirsi al professionista impegnato in questo campo. Il CD Rom contiene gli esempi, in formato Microsoft Word®, dei Piani di Sicurezza e Coordinamento di cantieri edili e di ingegneria civile riportati nel volume.
