Book excerpt: This History has its origin in a suggestion, made in September 1990 by former IAU General Secretary Derek McNally, who felt "that a 75 year history of the Union was needed before the col lective memory of those who knew the Union before the Second World War vanished. It would then be a preparatory volume to a centennial history in 2019. " Indeed, of those who knew the Union that long ago, few are still with us. Six years ago, at Baltimore on August 2, 1988, listening and reminiscing at the Inaugural Ceremonies of the Union's 20th General Assembly, I realized that it was almost exactly half a century ago that, at the age of 24, I attended the Inaugurations at my "first" Assembly: on August 3, 1938 in Stockholm. Now, in 1994, this is almost 56 years ago, three quarters of the Union's age. Only vague recollections - no better than that -lead me back to this event, just before World War II. And so, this is not a history based on recollection, far from it. Recollection was helpful in that it allowed me, better perhaps than a younger author, to appreciate circumstances under which the letters and reports which form the basis for this History were written. The account is largely based on archival documents, collected from a wide variety of sources.

Like its predecessor, this study attempts to review the history and treat in a concise manner the dominant social, political, economic, and military aspects of contemporary North Korea. Sources of information included books, scholarly journals, foreign and domestic newspapers, official reports of governments and international organizations, and numerous periodicals and Web sites on Korean and East Asian affairs. A word of caution is necessary, however. Even though more information is forthcoming from and about North Korea since it became a member of the United Nations in 1991, the government of a closed society such as that of North Korea controls information for internal and external consumption, limiting both the scope of coverage and its dissemination. A chronology of major historical events is provided at the front of the book (see table A). Chapter bibliographies appear at the end of the book, and brief comments on some of the more valuable and enduring sources recommended for further reading appear at the end of each chapter. A glossary also is included. Spellings of place-names in the book are in most cases those approved by the U.S. Board on Geographic Names (BGN); spellings of some of the names, however, cannot be verified, as the BGN itself notes. Readers of this book are alerted that because the BGN recognizes the Sea of Japan as the formal name of the body of water to the east of the Korean Peninsula, this book also uses that term.. Similarly, the Yellow Sea is identified as the West Sea. The McCune–Reischauer system of transliteration has been employed except for the names of some prominent national and historical figures. Thus, Kim Il-song is rendered as Kim Il Sung, and Kim Chong-il is rendered as Kim Jong Il. The names of Korean authors writing in English are spelled as given in the original publication. Measurements are given in the metric system. A conversion table (see table B) is provided to assist readers who are unfamiliar with metric measurements. A glimpse at the general judicial latitude generally afforded to parodies, satires, caricatures, and pastiches demonstrates the social and cultural value of this particular form of artistic expression. With the advent of technologies and the evolution of copyright legislation, creative endeavours in the form of parody gathered a new youth but became unlawful. While copyright law grants exclusive rights to right-holders, this right is not absolute. Legislation includes specific exceptions, which preclude right-holders from exercising their prerogatives in particular cases which foster creativity and cultural diversity within that society. The parody exception pertains to this ultimate objective by permitting users to reproduce copyright-protected materials for the purpose of parody. To understand the meaning and scope of the parody exception, this book examines and compares five jurisdictions which differ in their protection of parodies: France, Australia, Canada, the US and the United Kingdom. This book is concerned with finding an appropriate balance between the protection awarded to right-holders and the public interest. This is achieved by analysing the parody exception to the economic rights of right-holders, the preservation of moral rights and the interaction of the parody exception with contract law. As parodies constitute an artistic expression protected under the right to freedom of expression, this book also considers the influence of freedom of expression on the interpretation of this specific copyright exception. Furthermore, this book aims at providing guidance on how to resolve conflicts where fundamental rights are in conflict. This is the first book in English to offer an in-depth investigation into the parody exception in copyright law, and comments on industry practices linked to this form of creative endeavours.
