Book excerpt: When the 2010 Strategic Defence and Security Review (SDSR) had started, the Department had contracts for two carriers with an estimated cost of £5.24 billion and delivery dates of 2016 and 2018. Decisions taken in the Review mean the UK will have no carrier aircraft capability from 2011-2020. While two carriers are still being built, only one will be converted to launch the planes that have now been selected, and the other will be mothballed. The UK will only have one operational carrier with a significantly reduced availability at sea when Carrier Strike capability is reintroduced in 2020. That carrier is being built according to the old design and will have to be modified to make it compatible with the requirements of the new aircraft: the cost of these modifications will not be known until 2012. The SDSR decision is forecast to save £3.4 billion, but only £600 million of this is cash savings while the remainder is simply deferring expenditure beyond the Department's 10 year planning horizon. The decision will lead to nine years without Carrier Strike and full capability will not be achieved until 2030. And more work will be needed to get the best and most flexible operational use from the carrier. The Committee is disappointed that the systemic issues that have appeared in its other recent defence reports continue to arise. The Committee has built on what has been said in past reports and focussed on two key areas: strategic decision-making and delivery of capabilities

This will, in turn, drive a number of work strands for the Royal Navy in the coming years with respect to force design, procurement and the C4ISR architecture of the UK Strike Force. RUSI has conducted an analysis of the ways that the Navy can leverage the potential of its aircraft carriers in the context of a strategic environment characterised by persistent competition.

Book excerpt: The Ministry of Defence acted quickly once it realized its 2010 decision to procure the carrier variant of the Joint Strike Fighter (JSF) had been based on flawed assumptions by reverting to procuring the short take-off and vertical landing (STOVL) variant of the fighter. By February 2012, the estimated cost of converting the aircraft carrier for the carrier variant of the JSF had increased by 150 per cent: from £800 million to about £2 billion. The STOVL option would be around £1.2 billion cheaper. The carrier variant option could also not be delivered until 2023, three years later than the planned date of 2020. However delayed investment in Crowsnest, the helicopter based radar system making up the third element of Carrier Strike, means that the system is not now scheduled to be fully operational until 2022 in any case. The Department expects to write off £74 million but this cost could have been ten times higher if the reversion decision had been made after May 2012. The carrier variant of the JSF has a greater range and payload than the STOVL variant and would have provided a more effective strike capability. However, STOVL creates the option to operate Carrier Strike from two carriers, providing continuous capability. By contrast, the carrier variant could operate from only the one carrier installed with cats and traps and therefore could provide capability for only 70 per cent of the time. The highest risk phases of carrier construction and integration are yet to come and complicated negotiations with commercial partners yet to be concluded

The decision was for the MOD to build two carriers but operate only one, pending the next SDSR. This ship will be converted, using catapults and arrestor gear, to fly a different, more capable, version of the JSF to the one previously planned. This carrier will be available at sea only for an average of 150-200 days each year and fewer of the aircraft will operate from the carrier initially. The introduction of Carrier Strike will be delayed by two years, to 2020. Given the decision to retire the Harrier aircraft and the existing aircraft carrier immediately, there will be a decade-long gap without aircraft carrier capability. The changes will save some £3.4 billion over ten years. Today's report highlights the complex inter-relationship between the various cost, short-term affordability, military and industrial factors involved in the Carrier Strike decision. From the papers it saw, the National Audit Office could not understand how those factors were brought together to enable the MOD to reach a judgement on value for money. The NAO identifies two principal risks to value for money on Carrier Strike. First, the SDSR is unaffordable unless there is a real terms increase in defence funding from 2015 onwards. Secondly, the SDSR decision has introduced more technical, cost and schedule uncertainty.

Book excerpt: The Queen Elizabeth-class carriers offer the UK the opportunity to re-define both what carriers are used for and how they are used, a task which it is essential to complete before they become operational in 2020. With the two Queen Elizabeth-class aircraft carriers under construction, the immediate questions facing the current government include whether ultimately to operate both carriers or one and what mix of carrier-strike and expeditionary assets should be included. However, the ongoing discussion around what type of aircraft should be procured in order to fulfil the strike role is obscuring the need for a much broader, and more fundamental, debate about how the new class of carriers might be used. At 65,000 tons, the Queen Elizabeth class is larger than the UK's outgoing Invincible-class carriers and also has no equivalent in the US fleet. As such, the UK now has an opportunity to re-define the strategic role of aircraft carriers to meet the challenges that will prevail both in 2020, when the first carrier is to become operational, and in five decades' time, at the end of the carriers' expected service. In this paper, Tobias Ellwood MP argues that while it is impossible to predict the future, it is possible to ensure that the hardware, software and human resources incorporated into these ships have the built-in agility to adapt to evolving techniques, technology and likely tasks. As such, the UK must use the period before the Queen Elizabeth-class carriers become operational to develop their strategic role beyond carrier strike and littoral maneuver.

Book excerpt: During the Cold War, the United States and Soviet Union both deployed thousands of 'nonstrategic' nuclear weapons that were intended to be used in support of troops in the field during a conflict. These included nuclear mines; artillery; short, medium, and long-range ballistic missiles; cruise missiles; and gravity bombs. In contrast with the longer-range 'strategic' nuclear weapons, these weapons had a lower profile in policy debates and arms control negotiations. At the end of the 1980s, before the demise of the Soviet Union, each nation still had thousands of these weapons deployed with their troops in the field, aboard naval vessels, and on aircraft. In 1991, both the United States and Soviet Union announced that they would withdraw most and eliminate many of their nonstrategic nuclear weapons. The United States now retains approximately 1,100 nonstrategic nuclear weapons, with a few hundred deployed with aircraft in Europe and the remaining stored in the United States. Estimates vary, but experts believe Russia still has between 2,000 and 6,000 warheads for nonstrategic nuclear weapons in its arsenal. The Bush Administration indicated that nuclear weapons remained essential to U.S. national security interests, but it did quietly redeploy and remove some of the nuclear weapons deployed in Europe. In addition, Russia has increased its reliance on nuclear weapons in its national security concept. Some analysts argue that Russia has backed away from its commitments from 1991 and may develop and deploy new types of nonstrategic nuclear weapons. Analysts have identified a number of issues with the continued deployment of U.S. and Russian nonstrategic nuclear weapons. These include questions about the safety and security of Russia's weapons and the possibility that some might be lost, stolen, or sold to another nation or group; questions about the role of these weapons in U.S. and Russian security policy, and the likelihood that either nation might use these weapons in a regional contingency with a non-nuclear nation; questions about the role that these weapons play in NATO policy and whether there is a continuing need for the United States to deploy these weapons at bases overseas; and questions about the relationship between nonstrategic nuclear weapons and U.S. nonproliferation policy, particularly whether a U.S. policy that views these weapons as a militarily useful tool might encourage other nations to acquire their own nuclear weapons, or at least complicate U.S. policy to discourage such acquisition. Some argue that these weapons do not create any problems and the United States should not alter its policy. Others, however, argue that the United States should reduce its reliance on these weapons and encourage Russia to do the same. Many have suggested that the United States and Russia expand efforts to cooperate on ensuring the safe and secure storage and elimination of these weapons, possibly by negotiating an arms control treaty that would limit these weapons and allow for increased transparency in monitoring their deployment and elimination. Others have suggested that any potential new U.S.-Russian arms control treaty count both strategic and nonstrategic nuclear weapons. This might encourage reductions or the elimination of these weapons. The 111th Congress may review some of these proposals.

Book excerpt: The Ministry of Defence (the Department) continues to struggle with managing its equipment programme on an affordable basis, resulting in the cancellation or deferral of major projects and a damaging impact on value for money. In 2010-11 the forecast costs to complete the 15 largest defence projects increased by £466 million. Since their original approvals the estimated costs of these 15 projects have increased by £6.1 billion and now stand at approximately £60 billion (an 11.4% increase). In aggregate these 15 projects are forecast to be completed 322 months later than originally planned. Projects approved since 2002 show significantly lower cost growth than those approved before this date, which is encouraging. Now the Department faces unpalatable decisions. Decisions to cancel or slow projects and to reduce equipment numbers have added significant long-term costs to the whole defence programme and to unit costs within the programme. Capability has been affected and this has all resulted in poor value for money. Large defence equipment projects have contributed disproportionately to overall cost growth. In the past, the Department has repeatedly failed to challenge unrealistically low estimates for the largest and most complex equipment projects from suppliers. The Department is still unable to set out openly the extent of the gap between income and expenditure it still faces, and how and by when any shortfall will be resolved. The report notes little progress in reducing the turnover of the Senior Responsible Owners (SROs), who oversee individual projects.

Book excerpt: The Commons Public Accounts Committee publishes its 61st Report of the Session which, on the basis of evidence from the Cabinet Office and HM Revenue and Customs (HMRC), examined tax disputes. At 31 March 2011 HM Revenue & Customs was seeking to resolve tax issues valued at over £25 billion with large companies, some of which included disputes over outstanding tax. In this report, the Committee expresses concern about how the Department handled some cases involving large settlements and that there needs to be proper separation between the negotiation of tax settlements and the authorization of such settlements. The Committee also states that HMRC made matters worse by trying to avoid scrutiny of these settlements, keeping confidential the details of specific settlements with large companies. This effects Parliament's ability to establish value for money, compounded further by imprecise, inconsistent and potentially misleading answers given by senior departmental officials, including the Permanent Secretary for Tax in particular over his evidence on his relationship with Goldman Sachs, in facilitating a settlement with the company over their tax dispute. HMRC governance processes in these matters were inconsistent and it has now appointed two new Commissioners with tax expertise, and plans to introduce a new assessor role to permit independent review of large settlements before they are finalised. The Committee further states that it saw little evidence of personal accountability within the Department, and that a perception has developed that large companies are treated more favourably, receiving preferential treatment compared to small businesses and individuals.

Book excerpt: The Government uses means testing to distribute at least £87 billion of benefits to claimants each year, around 13% of total public spending. The poorest fifth of households rely on means-tested benefits for a third of their net income. The planned introduction of a new means-tested Universal Credit will replace a number of existing means-tested benefits. Currently 30 different means tested benefits are managed by nine departments and 152 local authorities in England. But Departments have a limited understanding of how their design of benefits affects incentives for employment, the burden on claimants, take-up and administrative costs. Departments need to improve their understanding of how all benefits interact and how changes to eligibility rules can affect claimants. Complexity increases the burden on claimants which can harm take-up, and is likely to disadvantage the most vulnerable members of society in particular. The Government expects Universal Credit reforms to simplify the system and improve incentives to find work. The DWP's priority is to focus on the effective delivery of these reforms. However, success will also depend on proper coordination between Universal Credit and other means-tested benefits. In addition, DWP and HMRC are designing a real-time information (RTI) system for Universal Credit to reduce the risk of overpayments, with benefits being recalculated as soon as circumstances change. Both DWP and HMRC need to understand how the introduction of this system will impact on small businesses and the self-employed who may not have the necessary IT to administer it.

The Committee welcomes this major step forward in improving transparency and accountability and highlights some of the information it contains: at 31 March 2010 the government's public service pensions liability was around £1,132 billion; the present value of its future commitments under PFI schemes was £131.5 billion; the government wrote off £10.9 billion in unpaid taxes and expected to have to pay £15.7 billion for outstanding clinical negligence claims; cost of future nuclear decommissioning (£56.7 billion); the need for stronger accountability systems to secure effective responsibility for cost and value for money at local levels - academies, Free Schools, Foundation Trusts and GP consortia. But the WGA will only serve its purpose- showing what the government owns, owes, spends and receives - if it is timely and robust. The figures in the first audited WGA are too dated because Treasury took 20 months to prepare and publish the report. Treasury must address the issues that led the Comptroller and Auditor General to qualify his audit opinion on the WGA 2009-10. A key issue is Treasury's decision to deviate from accounting standards, by omitting Network Rail, the publicly owned banks, and various other government-controlled or owned bodies from the WGA. The Committee sets out a set of principles that future accounts should follow.

Book excerpt: The DFiD's transfer programmes deliver cash, food and assets, such as livestock, directly to people living in poverty. Transfers can be used to tackle a range of issues, such as hunger and malnutrition, or access to health and education services, in a variety of contexts. In 2010-11 the Department spent £192 million on social protection programmes, which includes its transfer programmes. The evidence heard suggests transfer programmes are effective in targeting aid, and ensuring the money goes directly to the poorest and most vulnerable people. It is therefore surprising that the use of transfer programmes has not increased. The Department only plans to support transfer programmes in 17 of its 28 priority countries. It does not have an overall strategy for the use of transfers and its decisions on where to support transfer programmes look reactive. The decision as to whether or not to propose a transfer programme is taken by staff working in the country and it is not clear why there are extensive programmes in some countries and none in others. The Department does not collect data on all the costs of the transfer programmes it supports and the Department is therefore unable to say whether it is lifting more people out of poverty for every pound spent on transfers compared to other programmes. The Department's long-term objective is for the governments of recipient countries to take on the responsibility of owning and funding transfers as part of a sustainable social security system. However, the Department has not been clear about how individual programmes will be sustained

The Department needs to stabilise its administration of PAYE following the problems encountered after a new processing system was introduced in 2009. It also needs to recover a significant amount of outstanding tax credit debt while minimising the amount of new debt being accumulated. While £900 million extra has been allocated to tackle tax avoidance, at the same time, following the 2010 Spending Review, the Department is required to reduce its running costs by £1.6 billion over the next four years. The Department has made progress in improving PAYE administration since the Committee's last examination of this area in 2010. However, as a consequence of the Department's handling of the 2009 transition to the new PAYE Service, it has had to forgo up to £1.2 billion of income tax underpaid from 2004-05 to 2009-10. Under current plans, it will take until 2013 before all processing backlogs are cleared and the new PAYE Service is operating as intended. The Department needs to focus on improving data quality in particular to sustain progress in PAYE administration. Without a clear plan for reducing tax credit debt, the level of uncollected debt will continue to rise to an estimated £7.4 billion by 2014-15. The Department has been forced to acknowledge that much of this debt will never be recovered from tax credit claimants, and recently wrote off some £1.1 billion of debt dating back to the introduction of the scheme.
