Book excerpt: The U.S. military forces currently face a nontraditional threat from insurgents and terrorists who primarily employ improvised explosive devices, and have shown a cycle of adaptation of less than 12 months to responses by U.S. forces to counter these attacks. This constantly evolving threat requires U.S. military forces to adapt and respond more rapidly with modified tactics, technologies, and/or equipment. In response to this need for new technologies, the Rapid Reaction Technology Office (RRTO) was established in 2006 to develop technologies that can mature in 6 to 18 months for purposes of counterterrorism. Although RRTO appears to be successfully fulfilling its mission, the agency seeks to understand and address barriers to and opportunities for meeting future counterterrorism needs-including the need to accelerate the transition of technologies for counterterrorism with an eye to countering emerging and anticipated threats. This book reviews RRTO approaches and provides a set of recommendations for potential improvements to help meet these needs for rapid technology development.

Book excerpt: The Federal Government no longer dominates defense and space-based technologies as it once did. This is due to the diminishing role of Federal Government as the lead developer and owner of advance technologies. What began in the 1980s with private industry starting to outspend Federal Government in Research and Development has resulted in significant technological innovations in commercial companies. As a result, Government turned to private industry to access commercially developed technology. One procurement instrument, Other Transaction Authority for Prototype Development (OTAs), was authorized by Congress to help enable the Department of Defense (DoD) and other Government agencies to form business arrangements with traditional and non-traditional firms to develop weapon systems and related products. While this prototyping authority has provided non-traditional firms the opportunity to conduct business with DoD, there is limited information available on whether these projects have provided transition opportunities for follow-on production. This research examines the transition opportunities available to non-traditionals who have completed an OTA for prototyping.

Book excerpt: The market for information technology products is rapidly changing from a manufactur er-driven market where new products were determined by the evolution of technology, to a user-driven market where users buy only products corresponding exactly to their needs and where competition is very strong. Confronted with this market situation, hardware and software producers are being obliged to adopt new strategies, and to make a large number of products available on the market in response to a variety of different needs. As a result of the multiplicity of choice available, the design of an office system which corresponds precisely to user needs is becoming an increasingly complex task. With exactly this in mind, the Commission, as early as 1985, invited submissions of projects aiming at the development of such adequate tools in its Call for Proposals for the ESPRIT Programme, in order to assist companies in the design of their office systems. This topic was recognised as being of strategic importance, considering the low level of penetration of Information Technology in European enterprises compared to the United States and Japan. Following this strategy, the project TODOS was selected and launched. This project has successfully developed tools and methods for the definition of the functional specifi cation of the office system, as well as the system architecture and user interface -results which can be of great interest for the IT community at large.
