Book excerpt: Human rights are much talked about and much written about, in academic legal literature as well as in political and other social sciences and the general political debate. This book argues that the universality of basic human rights is one of the values of the concept of rights. It points out the risk of a certain “inflation” caused by the current habit of talking so much and so often about human rights and of using them as a basis for claims of various kinds. These rights, their understanding and interpretation may need to become more “purist” to ensure that universal human rights as a concept survive. Another chapter concentrates on the analysis of the frames of “EU protected human rights” from the perspective of effective implementation. Further, the book not only deals with the complicated relations between the EU and international law, but also seeks to show the horizontal effect. To that end, the fears and hopes of the member states and interest groups are categorized and commented on. Lastly, the gaps in theory and practice are addressed, current trends related to implementation are pointed out, and suggestions are made concerning how to make the best out of the Charter.

Book excerpt: The issue of large-scale cyber-attacks on the internet has moved up the international agenda recently. This inquiry looks at how States and their major organisations can defend themselves and their critical information infrastructures (CIIs) against such attacks. Whilst individual States bear primary responsibility for their critical national infrastructure (CNI), the infrastructures are heavily interdependent. The Internet is a 'global network of networks' and individual States cannot be viewed in isolation. The Committee therefore concludes that continuing intervention at EU level was appropriate and that all Member States have an interest in bringing the defences of the least protected up. The Committee also looked at ENISA, the European Network and Information Security Agency, and they believe that with a widening of its mandate it can play a more significant part in the developments envisaged.

Implementing laws and sticking to environmental norms and standards has become an integral part of the European integration process. To the EU this is self-evident: We share resources like water, air, natural habitats and the species they support, and we also share environmental standards to protect them. The idea of any such 'shared environment', however, has come a long way and is still being contested. Thinking and writing about the history of protecting the environment requires us to study the long 20th century. In order to understand the peculiar rise of Europe environmental regimes and green values we have to consider the modern concept of Europe as a shared geographical space, linked by habitats, migrating species, rivers, pollutants, climate and risks. Moreover, we have to analyse the 'invention' of conservation as a moral enterprise. That is why environmental history needs a long durée's perspective to understand the evolution of the European Common.
