Book excerpt: Building upon presentations given during the conference on ‘Disaster Risk Reduction for Natural Hazards: Putting Research into Practice’, held at University College London in November 2009, the articles collected in this book examine how natural hazards research is accessed and used by practitioners and decision-makers, and conversely, how policy and practice inform research. As with the conference, this book successfully brings together views from humanitarian and development agencies, academia, business, government and funding bodies. It is rare to engage such a wide range of sectors in a discussion relating to the issues of disaster risk reduction from a natural hazards perspective, and the book captures this interaction and the resultant exchange of ideas, thus providing an insight into how stakeholders respectively undertake or engage with natural hazards research. Collectively, the articles highlight the need for greater dialogue, understanding and collaboration between all these sectors if research is to be made relevant and generate significant impact on risk reduction policy and practice. There is an urgent requirement to better understand the respective needs, ways of working, project timescales and funding mechanisms for disaster risk reduction, as well as the challenges posed by institutional and organizational structures and functions. These issues must be overcome to ensure that ultimately, and most significantly, discussions turn into positive practical actions so that research on natural hazards is relevant and applicable. Only after these explosions a surge of new studies began to unreveal their volcanic history and impact. Volcanic hazards and risks and possible mitigation plans are discussed based on the experience of the catastrophic eruption of El Chichón that occurred in 1982. Over half of these disasters were weather related, such as hurricanes or flooding. One fourth of them were geology related, that is, volcanic eruptions, landslides, or earthquakes. The rest of them were instigated by humans in the form of industrial accidents, chemical and oil spills, explosions, and structural fires. Mexico was chosen for the first appraisal mission due to its experience with natural disaster losses, and because it is considering significant public policy changes in the realm of insurance regulations. The World Bank established the Disaster Management Facility in July 1999 to provide proactive leadership in coordinating efforts to introduce disaster prevention and mitigation practices in development-related activities. This report synthesizes the findings of a World Bank mission to Mexico on disaster management, mitigation, and financing, which was followed up by a workshop to discuss those findings. The scope of this study is quite broad and examines the following issues: -- Mexico's experience with disasters of all kinds; -- how risk and vulnerability are assessed and can be assessed as a means toward greater mitigation, that is, better planning and construction standards; -- disaster mitigation in practice; -- the specific contribution that the insurance industry can make to disaster mitigation in Mexico, and why this industry is so underutilized at present; and, -- the government's role in risk transfer as a way of enhancing mitigation especially through the operation of its Natural Disaster Fund, FONDEN.
