Book excerpt: Pavement recycling is a technology that can restore the service life of pavement structures and stretch available funding for pavement rehabilitation. In general, pavement recycling techniques remix the existing pavement material and reuse it in the final pavement in the form of a stabilized layer. Limitations to further widespread implementation of pavement recycling processes have been reported in previous national research efforts. The TRB National Cooperative Highway Research Program's NCHRP Research Report 960: Proposed AASHTO Practice and Tests for Process Control and Product Acceptance of Asphalt-Treated Cold Recycled Pavements investigates and recommends a series of tests that could be used for the purpose of implementing rapid quality tests that can be used to assess the time to opening to traffic and time to surfacing a newly constructed recycled layer.

In addition, long-term conditioning affects the mixture and binder stiffness, deformation, and strength evaluated with fundamental characterization tests to assess mixture performance. The current standard conditioning procedure, AASHTO R 30, Standard Practice for Mixture Conditioning of Hot-Mix Asphalt, was developed over two decades ago. In reviewing whether to update the standard, TRB's National Cooperative Highway Research Program (NCHRP) Research Report 919: Field Verification of Proposed Changes to the AASHTO R 30 Procedures for Laboratory Conditioning of Asphalt Mixtures seeks to (a) develop a laboratory short-term aging protocol to simulate the aging and asphalt absorption of an asphalt mixture during production and transportation based on factors thought to affect aging, and (b) develop a laboratory longer-term aging protocol to simulate the aging of the asphalt mixtures after construction. The key outcome of the research is that the current long-term oven aging (LTOA) procedure in AASHTO R 30 is not realistic. Replacing the aging of a compacted specimen with aging of loose mix for 5 days at 85°C (185°F) before compaction for testing should be considered by the AASHTO Committee on Materials and Pavements.

Book excerpt: The Virginia Department of Transportation uses the Asphalt Pavement Analyzer with beam specimens to test and approve asphalt mixtures for rut resistance. Some agencies use cylindrical specimens that impart distinct testing advantages such as the ease of fabrication. This study attempted to develop a correlation between measurements using beams and cylindrical specimens. A secondary purpose was to locate and test mixes that had rutted in the field so that the precise laboratory criteria that define rutting could be determined. The tentative AASHTO procedure using cylindrical specimens with 4 percent air voids provided poor correlations with the conventional beam test results. A second testing using 8 percent air voids provided a better correlation, but the testing of cylindrical specimens was more variable than the testing of beam specimens. Therefore, the researchers recommended that VDOT continue testing beam specimens for approval and research. Correlations were developed that will allow the automated system of rut measurement to be used for future testing. VDOT pavements were found to develop negligible rutting, so the attempt to identify failed sections and ultimately failure criteria were not successful.
