En la presente obra colectiva se abordan tanto los desafíos relativos a la propiedad intelectual de las Universidades españolas y portuguesas, y algunos problemas concretos, como las potencialidades de los accesos abiertos, y otras formas de acceso y difusión del conocimiento, que sirvan a los intereses científicos y educativos propios de estas instituciones. Dentro de los problemas relativos a la propiedad intelectual se abordan los relativos a los límites a los derechos de reproducción, préstamo y comunicación pública de material ajeno en las Universidades; la ilustración para fines docentes y de investigación, con o sin remuneración o compensación a favor del autor; los campus virtuales, el préstamo digital o analógico; las licencias de explotación analógicas y digitales, límites a la divulgación de material inédito, depósito de trabajos universitarios, respeto a los derechos morales, etc. El acceso abierto en las universidades españolas, francesas y portuguesas, es también abordado en algunos capítulos del libro por su evidente conexión con los derechos de propiedad intelectual. En este sentido se estudia la Ley española 14/2011, de 1 de junio de 2011, de la ciencia, la tecnología y la innovación: personal afectado por la norma, características de los trabajos que se deben depositar en abierto, condiciones relativas a la financiación de los trabajos, fondos disponibles de los Presupuestos Generales del Estado, utilización lícita por parte de los destinatarios finales de los trabajos, etc. También se tiene en cuenta el Real Decreto 99/2011, de 28 de enero, por el que se regulan las enseñanzas oficiales de doctorado en España. La relevancia de los «escritos científicos» y «datos de la investigación», el acceso gratuito en línea, los acuerdos de los eventuales coautores, y los artículos publicados en open Access en el sistema francés, así comola extensión de la utilización permitida, son tenidos en cuenta en la presente obra. En el sistema portugués son considerados los archivos abiertos, los repertorios institucionales como SAPIENTIA, los Depósitos de tesis, las disertaciones, y otros repositorios digitales de publicaciones en acceso abierto, en algunas Universidades concretas, como las de Évora y Algarve. En la presente obra se tiene en cuenta el Patrimonio Audiovisual Universitario, sus temáticas, tipologías, ámbitos de aplicación, el «acceso abierto» y su proyección iberoamericana. Los centros-servicios de documentación universitarios son productores, que recuperan y realizan una difusión informativa. Se podría hablar de un patrimonio audiovisual universitario iberoamericano y se podría ir hacia una Red universitaria de patrimonio audiovisual, según algunos autores de la obra. En Portugal, en concreto, existe un Proyecto Común de Gestión Documental en las Instituciones de Enseñanza Superior, desarrollado con la colaboración de la Direção-Geral do Livro, Arquivos e Bibliotecas del Gobierno portugués. La radiodifusión universitaria en España y la problemática de los derechos de autor en las emisoras universitarias, son otros de los trabajos que ofrecen, en general, una panorámica de los desafíos actuales y venideros de las Universidades. La red Europeana y la gestión de derechos de propiedad e imagen, así como el marco de licenciamiento de Europeana, los derechos de autor, y el uso de materiales del patrimonio cultural con fines formativos en Europa son tenidos en cuenta.

In doing so, they generated considerable innovation, which reinforced the integration of the research and outreach functions of the university. The evidence suggests that universities are indeed open systems, in interaction with their environment, able to discover changes that can influence them and to change in response to those changes. They are also able, in the success of their efforts to mitigate the educational impact of the pandemic, to create better futures, as the result of the innovations they can generate. This challenges the view of universities as "ivory towers" being isolated from the surrounding environment and detached from local problems. As they reached out to schools, universities not only generated clear and valuable innovations to sustain educational opportunity and to improve it, this process also contributed to transform internal university processes in ways that enhanced their own ability to deliver on the third mission of outreach

Book excerpt: On a mountainside in sunny Tuscany, in October 1989, 96 people from 23 countries on five continents gathered to learn and teach about the problems of managing contemporary science. The diversity of economic and political systems represented in the group was matched by our occupations, which stretched from science policy practitioners, through research scientists and engineers, through academic observers of science and science policy. It was this diversity, along with the opportunities for infonnal discussion provided by long meals and remote location, that made the conference a special learning experience. Except at lecture time, it was impossible to distinguish the "students" at this event from the "teachers," and even the most senior members of the teaching staff went away with a sense that they had learned more from this group than from many a standard conference on science policy they had attended. The flavor of the conference experience cannot be captured adequately in a proceedings volume, and so we have not tried to create a historical record in this book. Instead, we have attempted to illustrate the core problems the panicipants at the conference shared, discussed, and debated, using both lectures delivered by the fonnal teaching staff and summaries of panel discussions, which extended to other panicipants and therefore increased the range of experiences reponed.
