Book excerpt: Devolving property rights to local institutions has emerged as a compelling management strategy for natural resource management in developing countries. The use of property rights among fishing cooperatives operating in Mexico's Gulf of California provides a compelling setting for theoretical and empirical analysis. A dynamic theoretical model demonstrates how fishing cooperatives' management choices are shaped by the presence of property rights, the mobility of resources, and predictable environmental fluctuations. More aggressive management comes in the form of the cooperative leadership paying lower prices to cooperative members for their catch, as lower prices disincentivize fishing effort. The model's implications are empirically tested using three years of daily logbook data on prices and catches for three cooperatives from the Gulf of California. One cooperative enjoys property rights while the other two do not. There is empirical evidence in support of the model: compared to the other cooperatives, the cooperative with strong property rights pays members a lower price, pays especially lower prices for less mobile species, and decreases prices when environmental fluctuations cause population growth rates to fall. The results from this case study demonstrate the viability of cooperative management of resources but also point toward quantitatively important limitations created by the mismatch between the scale of a property right and the scale of a resource.

The most significant solution to these problems, and the predominate concern of this book, is the institution of Individual Transferable Quotas (ITQs), also known as Individual Fishing Quotas (IFQs). These are national and global policies, public- and private-sector managed allocations of the amount of various species of fish, at certain qualities can be harvested at particular times by fishers.

Ragnar Amason suggested to Phil Neher a small, mid-Atlantic conference on recent developments in fishery management. In the event, more than twenty papers were scheduled and over one hundred and fifty conferees were registered. Logistical complications were sorted through for a summer 1988 conference in Iceland. The really innovative management programs were in the South Pacific; Aus tralia and New Zealand had introduced Individual Transferable Quotas (ITQs); and Iceland, Norway and Canada were also experimenting with quotas. It seemed to the program committee (Rognvaldur Hannesson and Geoffrey Waugh were soon on board) that these quotas had more or less characteristics of property rights. Property rights were also taking other forms in other places (time and area licenses, restrictive licensing of vessels and gear, traditional use rights). The idea of rights based fishing became the theme of the conference.

Recent developments in dynamic utility, economic planning, and profit optimiza tion, for example, have been greatly influenced by results in optimal control, stabilization, estimation, optimization under conflicts, multi criteria optimization, control of large-scale systems, etc. The great success that has been achieved so far in utilizing modern control theory in economic systems should be attributed to the effort of control theorists as well as economists. Collaboration between the two groups of researchers has proven to be most successful in many instances; nevertheless, the gap between them has existed for some time. Whereas a control theorist frequently sets up a mathematically feasible model to obtain results that permit economic interpretations, an economist is concerned more with the fidelity of the model in representing a real world problem, and results that are obtained (through possibly less mathematical analysis) are due largely to economic insight. The papers appearing in this volume are divided into three parts. In Part I there are five papers on the application of control theory to economic planning. Part II contains five papers on exploration, exploita tion, and pricing of extractive natural resources. Finally, in Part III, some recent advances in large-scale systems and decentralized control appear.

Book excerpt: Formal property rights are typically established after considerable waste has occurred, despite the effectiveness of such schemes in addressing the inefficiencies of common pool resources. Adoption can be contentious because of the assignment of wealth and political influence that accompany the transition to exclusive property rights. This paper studies how the early involvement of harvesters in policy implementation designed to address the commons' inefficiency may foster perceived legitimacy and lessen political opposition to the establishment of individual property rights. We demonstrate that it is optimal for a manager facing industry strife and reform delay to allow firms to self-select into the property rights regime. The strategic interaction of harvesters leads to an equilibrium characterized by the global adoption of property rights. Thus, by providing harvesters with a choice between management systems, policy makers can reduce the transaction costs associated with the need to create political consensus, while ensuring an outcome similar to the top-down implementation of market-based management. Evidence is provided from a recent policy change in Maryland fisheries in which the provision of a choice resulted in the overwhelming adoption of individual transferable quotas and the end of the race to fish.

Particular attention is given to participatory identification of important problems facing the fisherfolk, and the planning, mobilization of local resources, and implementation of locally based microprojects to deal with them. The operation and management of the CFC, and of the associated multidisciplinary Fisheries Development Unit which provides technical support and training to one or more CFCs, is covered in some detail. A final chapter is devoted to the possible role of fisheries cooperatives in a CFC context.
