Book excerpt: Economic and social disruptions caused by the COVID-19 crisis have particularly affected younger people, and therefore policy should respond with measures, programmes and initiatives targeted at this population group. Next to broader labour market and economic measures, which ultimately also benefit younger people, youth-targeted measures are needed given the specific impacts of the pandemic and resulting challenges. Against this background, this policy brief gives an overview on actual policy responses in the area of youth employment during the COVID-19 crisis in 20 selected countries. If such measures are implemented, they share the common goals of reducing the negative impacts of the COVID-19 crisis on younger workers and avoiding long-term scarring effects. However, the precise nature, extent and scope of such measures substantially differ across countries. Given the fragility and large uncertainty of economic recovery that is still present in early 2022, broader policy support continues to be needed, including specific policy measures targeting youth.

In this knowledge brief, the authors highlight different ways in which youth employment projects in S4YE's community of practice, the impact portfolio, are adapting their strategies and delivery models in response to Coronavirus 2019 (COVID-19). Based on recent and ongoing discussions with the partners, the authors see six main trends that programs are using to maintain operational and programmatic continuity. These include scaling of virtual operations, crowdsourcing ideas from youth, accelerating remote learning, encouraging youth voice, increased support for micro, small and medium enterprises, and leveraging new growth opportunities. Overall, the authors see a deepening and widening of the ways the partners are using digital technology to be effective and to reach more youth in these challenging times.

Between 1978 and 1981, the Youth Employment and Demonstration Projects Act (YEDPA) funded extensive programs designed to aid disadvantaged youth. The Committee on Youth Employment Programs examined the voluminous research performed by YEDPA and produced a comprehensive report and evaluation of the YEDPA efforts to assist the underprivileged. Beginning with YEDPA's inception and effective lifespan, this report goes on to analyze the data it generated, evaluate its accuracy, and draw conclusions about which YEDPA programs were effective, which were not, and why. A discussion of YEDPA strategies and their perceived value concludes the volume.

Recently, Young entrepreneurs are among the hardest hit during the COVID-19 crisis. Lockdown and social distancing, reduced demand, disrupted supply chains and other challenges have forced many to close their business. Others are only just surviving. International surveys suggest that nearly 90% of young entrepreneurs report a negative impact on their business, including reduced customer demand, supply chain disruptions, and distribution disruptions. About one-quarter of those surveyed reported that they have stopped their business completely.
