In view of this, it is considered crucial that the performance of agriculture should ensure food security and provide a strong economic base. Towards this aim, improved seeds have been widely recognized as a key ingredient for enhancing farm productivity and overall crop production and thereby attaining the goal of food security. However, medium to large private companies, so far, do not effectively produce and distribute seeds of most major non-hybrid food security crops in developing countries. Case studies undertaken in Africa, Asia and Latin America indicate that smallholder seed enterprises could provide a valid alternative if supported. This publication aims at raising the awareness of decision makers and provides guidelines of best practices and policy options for promoting and supporting the growth and development of smallholder seed enterprises."--P. In doing so, the toolkit will be used as guidance for conducting country-led workshops and other training activities aimed at strengthening quality seed delivery systems and seed regulatory mechanisms in selected countries. The development of capacity in the production of high quality seeds, the seed replacement rates, true seed cost and realistic seed pricing mechanisms as well as the role of different stakeholders are of critical importance in the process of the formulation of national seed policies, which is one of the core areas of FAO’s delivery at the national level.

Loss of agricultural biodiversity increases the risk of relying on a limited number of staple food crops. However, many laws, such as seed laws, plant varieties protection and access and benefit-sharing laws, have direct impacts on agrobiodiversity, and their effects have been severely underestimated by policy-makers. This is of concern not only to lawyers, but also to agronomists, biologists, and social scientists, all of whom need clear guidance as to the relevance of the law to their work. This book analyzes the impact of the legal system on agrobiodiversity (or agricultural biodiversity) – the diversity of agricultural species, varieties, and ecosystems. Using an interdisciplinary approach, it takes up the emerging concept of agrobiodiversity and its relationship with food security, nutrition, health, environmental sustainability, and climate change. It assesses the impacts on agrobiodiversity of key legal instruments, including seeds laws, the International Convention for the Protection of New Varieties of Plants, plant breeders’ rights, the Convention on Biological Diversity (regarding specifically its impact on agrobiodiversity), and the International Treaty on Plant Genetic Resources for Food and Agriculture. It also reviews the options for the implementation of these instruments at the national level in several countries. It discusses the interfaces between the free software movement, the ‘commons’ movement, and seeds, as well as the legal instruments to protect cultural heritage and their application to safeguard agrobiodiversity-rich systems. Finally, it analyzes the role of protected areas and the possibility of using geographical indications to enhance the value of agrobiodiversity products and processes.

But now, such farmers find themselves under threat from environmental degradation, climate change and declining productivity. As a result, smallholder agriculture has increasingly become subsistence-oriented, with many of these farmers trapped in a cycle of poverty. Smallholders have long been marginalised by mainstream development policies, and only more recently has their crucial importance been recognised for addressing rural poverty through agricultural reform. This collection, written by leading Ethiopian scholars, explores the scope and impact of Ethiopia’s policy reforms over the past two decades on the smallholder sector. Focusing on the Lake Tana basin in northwestern Ethiopia, an area with untapped potential for growth, the contributors argue that any effective policy will need to go beyond agriculture to consider the role of health, nutrition and local food customs, as well as including increased safeguards for smallholder’s land rights. They in turn show that smallholders represent a vitally overlooked component of development strategy, not only in Ethiopia but across the global South.

Book excerpt: In many developing countries, smallholder farmers cultivating vegetatively propagated crops (VPCs) have limited access to quality planting material. This constraint can limit both the yield of and returns on VPC cultivation. Yet policy and regulatory initiatives designed to strengthen access to quality VPC planting materials have been relatively unsuccessful to date. Part of the problem is the unique biological and economic characteristics of vegetative propagation and its distinctness from cereal crops, which dominate narratives on seed system reforms. Drawing on qualitative analysis of policy and practice, this study examines reform options related to quality assurance regulations in four crop-country combinations: cassava in Nigeria and Vietnam, and potato in Kenya and Vietnam. The study highlights theory and evidence on existing models of regulation; alternative models that may better incentivize cost-effective multiplication and distribution; and recommendations for policy, regulation, and investment in VPC seed markets. Findings indicate that regulations designed around strict and centralized quality control systems tend to limit market size, while more localized production systems are limited by both capacity and reach. These findings suggest the need for alternatives that balance a permissive regulatory regime with decentralized production systems, grassroots capacity development, market surveillance, and systems that integrate internal (producer-level) quality assurance with external (regulatory) quality assurance.
