Book excerpt: The Texas Department of Transportation's (TxDOT's) statewide transportation program has been planned to meet projected transportation needs across the state. However, available financial resources are not sufficient to fully fund the desired program. The 2003 legislature created additional tools and funding. One of the major untapped potential sources is local funding. TxDOT seeks to increase local funding participation in its projects. TxDOT desires to attract local partners - both public and private sector - to participate in its projects by demonstrating economic and other benefits of major transportation projects to local areas. This project has developed lists and examples of a variety of transportation project partnerships. It has also identified economic and other benefits that result from major transportation projects, estimation methods to quantify the economic and other benefits, and existing and innovative funding sources for local entities. In addition, it produced guidebooks to promote project partnering and to select methods to estimate economic impacts of major transportation projects. Supporting brochures, a presentation, and sample project prospectus components were also produced. This research report summarizes the background information developed for this project. It is accompanied by other reports, including "Guidelines for Transportation Project Partnering: Promoting Local Participation on Transportation Improvement Projects" (0-5025-P5) and "Guidebook for Economic Benefit Estimation" (0-5025-P1).

Book excerpt: Multiple governmental jurisdictions have responsibilities for the transportation systems that provide access to or within Federal lands. Transportation networks are seamless only when these networks are managed holistically. It is critical that Federal agency transportation planning efforts be integrated with those of the States, other Federal agencies, Tribal governments, Metropolitan Planning Organizations (MPOs), counties, and communities to improve the effectiveness of the entire system. Local communities—and the Federal lands that border them—are intricately linked. Federal lands adjacent to communities contribute significantly to the economy, cultural identity, and quality of life in these communities. They provide scenic beauty and recreational opportunities and help nourish ecological values, benefiting local communities and nearby metropolitan areas. As members of the greater community, Federal land management agency transportation planners and other managers need to work with area leaders to create transportation, land use, and economic development strategies that preserve natural resources while supporting local economic and other community objectives. Better transportation links are emerging between State and local transportation systems including transit systems and Federal land transportation systems to help people access Federal land. As the connection between these systems becomes more seamless, this coordinated transportation network stimulates new Federal land uses and activities for recreation, allows for more effective land management, and enhances rural transportation infrastructure for surrounding private land. However, this increased use creates challenges for maintaining natural resources such as wildlife, fish, plants, cultural resources, water quality, stream function, and environmental quality overall. The guidebook is designed to assist Federal land managers, staff, and partners in developing relationships and in maximizing participation in Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) surface transportation programs. With the technical assistance available through the FHWA and the FTA, the agencies can help further regional and local community goals and better fulfill their mission including resource protection and environmental quality. Seamless transportation systems and Federal land management agencies' commitment to building better relationships with States and other partners helps agencies achieve their mission and provide effective land stewardship and public service. The FHWA and FTA funding is very flexible and can be used for many activities beyond just constructing roads including enhancing roadside areas, providing traveler services, constructing trails, and improving environmental conditions alongside roads and trails. Most of the funding available through Federal surface transportation programs cannot be accessed directly by the Federal land management agencies (FLMAs). To benefit from most of these FHWA and FTA funding programs, the Federal agencies must partner with the State or local governments. Agencies must participate in the State's and/or region's transportation planning process to ensure that projects that are important to the agencies are included in the State's project priority list known as the statewide transportation improvement program or STIP. In a metropolitan area, projects must be included in a similar list called the transportation improvement program or TIP, which is ultimately incorporated into the STIP, either directly or by reference. This guidebook outlines the transportation planning process and serves as a primer on: Which activities are eligible for funding; Where to find funding; Actions required for Federal land managers to access and benefit from these funds and programs; Which agencies to partner with; How to integrate Federal land management objectives with State and local objectives.

Increasing demand for water has been identified as one of four major factors that will threaten human and ecological health over the next generation. As public health, development, economy and nature suffer, ensuring access to clean water is rising towards the top of government agendas. Water resources management is the aggregate of policies and activities used to provide clean water to meet human needs across sectors and jurisdictions and to sustain the water-related ecological systems upon which we depend. Knowledge that is crucial for water management is distributed across governments, non-governmental organizations and the water users themselves. In most circumstances, water management aims to address the interests of and integrate usage across hydrologically meaningful units, such as watersheds. Some management aspects, however, such as transboundary flows across multiple basins and inter-basin water transfers via channels or virtual water, may necessitate a broader geographical scope. Public participation aims actively to increase attention to and inclusion of the interests of those who are usually marginalized, e.g. politically disenfranchised minorities or poor people indirectly affected by water management. In this book, the authors identify successful mechanisms, approaches and practices for promoting public involvement in water resources management, including both conventional approaches and those based on information technology.

Book excerpt: Transportation agencies struggle to maximize the benefits of transportation infrastructure while minimizing environmental harm. This dissertation examines institutional collaborations that integrate capital investments (e.g. highway and rail projects) with regional Habitat Conservation Plans (RHCPs) under the Endangered Species Act (ESA). It addresses ways of maintaining these collaborations over time. The ESA requires that public and private project developers mitigate any harm to endangered species and receive a permit from US Fish and Wildlife Service (FWS). Projects are typically permitted individually, but RHCPs streamline permitting by allowing one permit to cover projects in multiple jurisdictions for up to 75 years. There is broad-based support for coordination across jurisdictional boundaries to address the increasingly regional scale of environmental issues. Unfortunately, multi-jurisdictional collaborations often face political and financial roadblocks. I examined 21 RHCPs, including analysis of planning documents and semi-structured interviews with RHCP, FWS, and transportation agency representatives. The case studies include urban, suburban, and rural counties in multiple states, focusing on California and Texas. I show that acceleration of transportation projects garners political support for RHCPs and increases the biological efficacy of conservation initiatives. Transportation agencies benefit from reduced permitting time, costs, and fewer lawsuits. Participation promotes synergy between transportation and local funding that bolsters successful implementation of RHCPs. RHCPs can guide environmentally-responsible development patterns through several mechanisms --including strategic land acquisitions that limit urban growth and creating market incentives-- even where they lack formal land use control. Increasing the institutional capacity for regional conservation planning is an incremental process. RHCPs can strengthen regional organizations, but participating in RHCPs is predicated on providing advantages for governments, public agencies, and private landowners. I recommend that organizations managing RHCPs can be an important institutional catalyst for expanding the ability to address environmental issues--including air and water pollution, and climate change--but they must allow flexibility for opportunistic participation. My research finds that transportation agencies should play an integral role in meeting increasingly regional environmental planning challenges. The results of this research can inform existing and future conservation programs, and contribute to the improvement of state laws that govern conservation planning.
