Social accountability strategies and tools help empower ordinary citizens to exercise their inherent rights to hold governments accountable for the use of public funds and how they exercise authority. This book explains what social accountability means in the African context, distilling some common success factors and lessons that can help other practitioners and innovators in the field. Demanding Good Governance: Lessons from Social Accountability Initiatives in Africa presents case studies from a cross-section of countries, drawing on initiatives launched and implemented both by civil society groups and by local and national governments in countries with a wide range of political contexts and cultures. The case studies demonstrate that although social accountability approaches are strongly influenced by many underlying legal, social, cultural, and economic factors, they can still be implemented in difficult political environments (for example, in Zimbabwe). They point to the overriding problem of access to information (Ghana, Malawi, and Zimbabwe) and the low readability of information when it is available (Benin). They demonstrate what can happen when governments and civil society work together to institute accountability measures (Nigeria) and the implementation challenges they face in environments ranging from decentralized (Tanzania) to more centralized (Senegal). Development professionals have traditionally assumed that Africa's governance and service delivery challenges must be addressed from the top down. The reality is the opposite; bottom-up civilian-led social accountability mechanisms have proven to be versatile, adaptable, and highly effective in enhancing development prospects across a number of African countries. Book excerpt: Despite the large amounts of human and financial resources invested to foster democratic governance in developing countries, statistics show that the majority of these countries have not yet achieved significant improvements in living standards. While some regions make strides towards improving the living conditions of their citizens, Sub-Saharan Africa, for instance, is still trapped in poverty with more than 40% of its 600 million people living below the internationally recognized absolute poverty line of one US dollar per day. Poor governance and corruption should be highlighted as the most important systemic factors contributing to poverty in developing countries. As a result the institutional foundations of these countries are weakened, public funds are misappropriated, and policies and programs aimed at reducing poverty and fostering sustainable economic growth are undermined. It is therefore not surprising that a 2008 Transparency International report found a direct link between corruption and the failure of the societal institutions designed to achieve the Millennium Development Goals in the majority of developing countries. This book investigates the problems of democratic governance, particularly as they relate to corruption, and also whether democracy should be based on universal principles or local context and historical factors. It also analyses the rule of law, in promoting democratic governance and curbing corruption and if governmental, non-governmental organizations, and civil societies are effective in promoting democratic governance and curbing corruption. This book will go beyond identifying the challenges and offer plausible solutions that could be adapted to various developing countries. It is premised on the importance of bridging theory and practice, which has been lacking in most local and international development publications, making of interest to scholars and policy-makers alike concerned with public administration in developing countries.

Over twenty-four million people are infected with AIDS/HIV, growth of per capita income is low and civil wars have killed millions in Rwanda, Burundi, Liberia, Sierra Leone and the Democratic Republic of Congo. African governments owe billions of dollars in debt (Polanyi, 2003:563). This irreversible trend brought the good governance discourse in development cooperation between the donors and African counterparts. The purpose of this paper is to examine how the concept of good governance is being implemented in Africa. For clarity purposes, the work is limited to the analysis of the efforts being made by the European Union (EU) and the World Bank in assisting African countries to implement good governance. This choice is based on the fact that the EU and World Bank are the main multilateral aid donors and development partners of the region. It argues that good governance enhances transparency in the use of development aid, helps to reduce poverty and spurs development, and that it is necessary to foster institutional reforms (causative argument). The paper further argues that implementing good governance will improve the use of political power by leaders and help in the consolidation of peace (normative argument). Instead of focusing on increased monitoring, enforcement and formal democratic procedures, this book combines economic analysis with political theory in order to arrive at a better understanding of the political-economic roots of corruption in Sub-Saharan Africa.
