Book excerpt: PROMOTING DOMESTIC TRADE OF AGRICULTURAL AND AGRI-FOOD PRODUCTS BY REDUCING INTERPROVINCIAL BARRIERS Report of the Standing Committee on Agriculture and Agri-Food Bev Shipley Chair JUNE 2015 41st PARLIAMENT, SECOND SESSION Published under the authority of the Speaker of the House of Commons SPEAKER'S PERMISSION Reproduction of the proceedings of the House of Commons and its Committees, in whole o [...] On 29 August 2014, the provincial and territorial premiers agreed to continue efforts to strengthen and update the AIT, with the goal of concluding negotiations with the federal government by March 2016 at the latest. [...] Recommendation 5: The Committee recommends that the federal government work with the provinces and territories to modernize the Agreement on Internal Trade in accordance with international trade agreements, specifically to include general free trade principles that would apply to all sectors and stipulate the measures or sectors that would not be subject to the Agreement. [...] The inclusion of regulatory and support provisions in the AIT would enable governments across the country to agree on certain parameters, in particular a science-based approach for sanitary regulations, and would facilitate the introduction of a national approach without depriving the provinces of their right to develop their own laws and regulations. [...] Recommendation 6: The Committee recommends that the federal government work with the provinces and territories to ensure the Agreement on Internal Trade includes provisions to discipline certain regulatory and support measures so that these measures to not create barriers to interprovincial trade.

Book Interprovincial Barriers to Trade in Agriculture and Food Products

Download or read book Interprovincial Barriers to Trade in Agriculture and Food Products written by and published by . This book was released on 1989 with total page 5 pages. Available in PDF, EPUB and Kindle. Book excerpt: The movement of goods and services within Canada is hindered by both federal and provincial government measures, reducing the ability of Canadian industries to compete in global markets. At the 1988 Conference, a study was presented identifying 169 interprovincial trade barriers and examining ways of reducing them, with food standards identified as a priority issue. This paper refocuses the discussion on how the provincial and federal departments of agriculture should address the issue of interprovincial trade barriers in agricultural and food products. The paper describes the developments since the 1988 conference, discusses possible approaches, and sets out 3 recommendations.

Book Provincial Trade Wars

Download or read book Provincial Trade Wars written by K. Filip Palda and published by . This book was released on 1994 with total page 200 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explains why Canadians must rid themselves of interprovincial trade barriers. Canada's provinces do almost as much trade with each other as they do with the rest of the world. But trade between the provinces is harder than with foreign countries. We trouble our own house with an amazing variety of barriers: professionals and tradespeople cannot move freely and practice where they wish, regulation makes it hard for investments to flow to where they are most needed, provincial governments give contracts to local firms even though out-of-province firms can do the job at a lower cost, Ottawa pays the most generous UI to regions with the highest unemployment and thereby encourages people to stay in parts of the country with little promise. The effects of such barriers on the economy are difficult to measure, which may be the reason that little has been done about them. But Canadians cannot afford to ignore their costs. The European Community is very close to the goal of ensuring free trade among its members. Unless we unlock our potential we may fall behind other countries and communities that have recognized the importance of internal as well as external free trade.

Book Agriculture Investment Sourcebook

Available in PDF, EPUB and Kindle. Book excerpt: Investing to promote agricultural growth and poverty reduction is a central pillar of the World Bank's current rural strategy, 'Reaching the Rural Poor' (2003). This 'Sourcebook' addresses how to implement the rural strategy, by sharing information on investment options and identifying innovative approaches that will aid the design of future lending programs for agriculture. It provides generic good practices and many examples that demonstrate investment in agriculture can provide rewarding and sustainable returns to development efforts. It is divided into eleven self-contained modules. Each module contains three different types of subunits that can also be stand-alone documents: I. Module Overview II. Agricultural Investment Notes III. Innovative Activity Profiles. The stand-alone nature of the subunits allows flexibility and adaptability of the material. Selected readings and web links are also provided for readers who seek more in-depth information. The 'Sourcebook' draws on a wide range of experiences from donor agencies, governments, institutions, and other groups active in agricultural development. It is an invaluable reference tool for policy makers, professionals, academics and students, and anyone with an interest in agricultural investments.

Book Standards and Agro food Exports from Developing Countries

Download or read book Standards and Agro food Exports from Developing Countries written by Steven Jaffee and published by World Bank Publications. This book was released on 2004 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: The proliferation and increased stringency of food safety and agricultural health standards is a source of concern among many developing countries. These standards are perceived as a barrier to the continued success of their exports of high-value agro-food products (including fish, horticultural, and other products), either because these countries lack the technical and administrative capacities needed for compliance or because these standards can be applied in a discriminatory or protectionist manner. Jaffee and Henson draw on available literature and work in progress to examine the underlying evidence related to the changing standards environment and its impact on existing and potential developing country exporters of high-value agricultural and food products. The evidence the authors present, while only partial, suggests that the picture for developing countries as a whole is not necessarily problematic and certainly less pessimistic than the mainstream "standards-as-barriers" perspective. Indeed, rising standards serve to accentuate underlying supply chain strengths and weaknesses and thus impact differently on the competitive position of individual countries and distinct market participants. Some countries and industries are even using high quality and safety standards to successfully (re- )position themselves in competitive global markets. This emphasizes the importance of considering the effects of food safety and agricultural health measures within the context of wider capacity constraints and underlying supply chain trends and drivers. The key question for developing countries is how to exploit their strengths and overcome their weaknesses such that they are gainers rather than losers in the emerging commercial and regulatory context. This paper--a product of the International Trade Department, Poverty Reduction and Economic Management Network--is part of a larger effort in the network to understand the challenges and opportunities facing developing countries associated with evolving international standards for food and other products.
