However, the field is only now beginning to understand the causal processes that bring about these positive changes in young people. "The Civic Mission of Schools" report commissioned by the Carnegie Corporation of New York and CIRCLE (2003) lays out six "promising approaches" to civic education. These practices emphasize the need for instruction that is relevant to young people (i.e., links young people's interests to political contexts), provides opportunities for practice, and that moves beyond rote learning praxis. A growing body of evidence suggests that these approaches to civic education yield positive, lasting outcomes in young people. For example, research has found that deliberative classroom discussions are positively associated with interest in politics, political knowledge, and feelings of political efficacy. The goal of this project is to examine the association between activities regularly used in civic education courses (e.g., staging a mock election) and their impact on key student outcomes. By linking classroom praxis to outcomes, the authors intend to provide evidence supporting best practices in civic education. (Contains 5 figures and 7 tables.) Book excerpt: Many American citizens have remained outside of the political process and therefore have not been able to effectively advocate for the full rights, privileges and responsibilities that American citizenship makes possible. For youth from historically marginalized populations who are growing up in lower-income urban areas, the issue becomes complicated by structural and social forces that impact the community and the schools. Although education may be a vehicle to provide young people with the requisite elements for civic engagement, questions abound as to what "type" of civic education curricula and instruction may be successful amidst the complex context of low-performing schools and urban communities. This dissertation investigated a classroom and curriculum in-use to better understand the contextual factors that inhibit or advance learning in this environment. The sample class, eighth grade students at an urban middle school, was observed as they engaged in a study of the citizen's role in the public policy making process using the Center for Civic Education's Project Citizen Curriculum. Following a qualitative case study model multiple methods of data collection were employed that allowed for the students' experiences to be explored in depth. Findings from this study provide educators and policy-makers with crucial insights to: curriculum materials and teaching strategies that the students related well to; promising practices to increase student performance; and a greater understanding of the students' knowledge and skills beyond what standardized test scores can reveal. The findings also challenge traditional notions of citizenship education and consider practices that may have specific relevance to historically marginalized populations.

Civic Education in the Twenty-First Century brings together scholars from various disciplines to show how such a United States is possible today. Inspired by Alexis de Tocqueville’s analysis of American democracy in the early 1800s, this edited volume represents a multidimensional evaluation of civic education in its new and varied forms. While some lament a civics crisis in America today, Civic Education in the Twenty-First Century raises hope that we can have an informed and active citizenry. We find the activities of a number of politicians, government institutions, schools and interest groups as promising developments in the struggle to educate and engage Americans in their democracy. New technologies and new innovations in civic education have laid the foundation for a revitalized American civic ecology. With Civic Education in the Twenty-First Century, we call for the United States to make these practices less isolated and more common throughout the county. The volume is broken into three major sections. First there are four chapters exploring the history and philosophical debates about civic education, particularly with respect to its role in America’s educational institutions. Then, the second section provides seven groundbreaking inquiries into how politicians and political institutions can promote civic education and engagement through their routine operations. As some examples, this section explores how politicians through campaigns and judiciaries through community programs enhance civic knowledge and encourage civic engagement. This section also explores how new technologies like the Internet and social media are increasingly used by government institutions and other entities to encourage a more politically informed and engaged citizenry. Finally, the third section contains six chapters that explore programs and practices in higher education that are enhancing civic education, engagement and our knowledge of them. From the virtual civics campus of Fort Hayes State to citizens’ academies throughout the country, this section shows the possibilities for schools today to once again be civics actors and promoters.

Book excerpt: A team of researchers from 35 states across the country developed a survey designed to create a snapshot of social studies teaching and learning in the United States. With over 12,000 responses, it is the largest survey of social studies teachers in over three decades. We asked teachers about their curricular goals, their methods of instruction, their use of technology, and the way they address the needs of English language learners and students with disabilities. We gathered demographic data too, along with inquiries about the teachers' training, their professional development experiences, and even whether they serve as coaches. The enormous data set from this project was analyzed by multiple research teams, each with its own chapter. This volume would be a valuable resource for any professor, doctoral student, or Master’s student examining the field of social studies education. It is hard to imagine a research study, topical article, or professional development session concerning social studies that would not quote findings from this book about the current status of social studies. With chapters on such key issues as the teaching of history, how teachers address religion, social studies teachers’ use of technology, and how teachers adapt their instruction for students with disabilities or for English language learners, the book’s content will immediately be relevant and useful.
