Book excerpt: The Progress towards Sustainable Agriculture initiative (PROSA) is a framework that seeks to complement ongoing efforts on the Sustainable Development Goals (SDGs), and particularly indicator 2.4.1, to support country-level assessments using data already available at the national level. Making agriculture more sustainable – productive, environmentally friendly, resilient and profitable is fundamental, as agriculture remains the main source of livelihood for the majority of the world’s poor and hungry. The pathway towards sustainable agriculture must ensure increasing output, but also make more efficient use of increasingly scarce global resources, be resilient to and help mitigate climate change, and improve human well-being. This technical study examines the key factors driving changes in trends in the indicators of sustainable agriculture and provides decision-makers with insights into viable options for achieving this goal. The study identifies five key groups of drivers that most influence these indicators globally. The ways in which each driver affects the multiple dimensions of sustainability highlights the interconnections, synergies and trade-offs that must be managed in different global contexts to achieve agricultural sustainability. The analysis can help decision-makers operating in different country contexts to identify practical solutions to ensure that their interventions contribute positively to a more sustainable agriculture.

A trend analysis is carried out at country level over the time series 1961-2018, with country results aggregated by four agri-food systems typologies: traditional; land-intensive and capital-intensive mixed systems; and modern food systems. The analysis provides a novel framework for the analysis of progress in achieving sustainable agriculture by country and agri-food system type, that can be implemented effectively and allows for exploring solutions across development pathways.

The indicators measure the robustness of primary production and food availability, as well as physical and economic access to food. It discusses options to minimize trade-offs that building resilience may have with efficiency and inclusivity. While changes in support have been limited, agricultural policies have been both reactive and proactive, boosting the sector’s capacity to respond to current challenges while aiming to ensure that food systems are fit for purpose as future conditions evolve. This year’s report focuses on policies fostering sustainable productivity growth in agriculture. Governments are applying a large variety of approaches to improve productivity while preserving natural resources and reducing agricultural greenhouse gas emissions. The report notes, however, that clearly defined targets related to sustainable productivity growth and measurable indicators of progress are important to ensure that policies achieve their stated objectives. The report also notes that making more effective use of producer support to promote innovation and environmental sustainability on the farm, and refocusing overall support towards targeted R&D, can better leverage public spending to deliver public goods and sustainable productivity growth. In line with the 2022 OECD Agriculture Ministerial Declaration, the report identifies a seven-point policy agenda for making agriculture more sustainable, productive and resilient, and for improving the effectiveness and efficiency of agricultural support and markets.
