Book excerpt: The Progress towards Sustainable Agriculture initiative (PROSA) is a framework that seeks to complement ongoing efforts on the Sustainable Development Goals (SDGs), and particularly indicator 2.4.1, to support country-level assessments using data already available at the national level. Making agriculture more sustainable – productive, environmentally friendly, resilient and profitable is fundamental, as agriculture remains the main source of livelihood for the majority of the world’s poor and hungry. The pathway towards sustainable agriculture must ensure increasing output, but also make more efficient use of increasingly scarce global resources, be resilient to and help mitigate climate change, and improve human well-being. This technical study examines the key factors driving changes in trends in the indicators of sustainable agriculture and provides decision-makers with insights into viable options for achieving this goal. The study identifies five key groups of drivers that most influence these indicators globally. The ways in which each driver affects the multiple dimensions of sustainability highlights the interconnections, synergies and trade-offs that must be managed in different global contexts to achieve agricultural sustainability. The analysis can help decision-makers operating in different country contexts to identify practical solutions to ensure that their interventions contribute positively to a more sustainable agriculture.

A trend analysis is carried out at country level over the time series 1961-2018, with country results aggregated by four agri-food systems typologies: traditional; land-intensive and capital-intensive mixed systems; and modern food systems. The analysis provides a novel framework for the analysis of progress in achieving sustainable agriculture by country and agri-food system type, that can be implemented effectively and allows for exploring solutions across development pathways.

As policy implementation rather than formulation is repeatedly raised as one of Pakistan’s challenges, this assessment considered the implementation challenges of specific policy processes relevant to the FAO-EU partnership in the country, rather than the entire suite of relevant policies. It considered the necessary conditions to move forward and how best to meet these conditions, including through more strategic resource allocation and more effective approaches to building institutional capacity.

While the Paris Agreement and SDGs are generally planned and implemented in silos, their intersection in the agriculture sectors highlights an opportunity for integrated implementation. The methodological framework presented in this document attempts to facilitate the identification of policy and investment entry-points in the agriculture sectors that can accelerate progress across both agendas in tandem. The analysis aims to push national policy makers and decision makers, as well as international negotiators and global agenda setters, towards an integrated approach to climate action and sustainable development, particularly in the agriculture sectors, upon which 80 percent of the world’s poor and most vulnerable depend for their livelihoods.

It also explores how governments are supporting the food and agriculture sector and how to repurpose policies and incentives to make healthy diets more affordable and agrifood systems more environmentally sustainable. The new estimates confirm that the prevalence of hunger at chronic or severe levels is relatively low in the ECA region, through the prevalence of food insecurity at moderate or severe levels can be quite high. The region is seeing alarmingly high – and rising – rates of overweight and obesity. The COVID-19 pandemic has added 25.5 million people in the region to the ranks of the moderately or severely food insecure, leaving them without access to safe, nutritious and adequate food. The war in Ukraine has made the situation worse. Almost all ECA subregions are experiencing increased costs and reduced affordability of healthy diets because of higher food prices and lower incomes. This report contains an in-depth analysis of the repurposing of food and agricultural policies to ensure the food systems transformation is better suited to addressing the “triple challenge” of achieving food security and good nutrition for better health, providing livelihoods to farmers and others connected to the sector, and reducing the nature and climate footprint of the sector. This report also reviews complementing policies within and outside of agrifood systems to assess whether repurposing efforts are impactful in the ECA region.
