Book excerpt: This book is a history of the civil liberties records of American presidents from Woodrow Wilson to Barack Obama. It examines the full range of civil liberties issues: First Amendment rights of freedom of speech, press, and assembly; due process; equal protection, including racial justice, women's rights, and lesbian and gay rights; privacy rights, including reproductive freedom; and national security issues. The book argues that presidents have not protected or advanced civil liberties, and that several have perpetrated some of worst violations. Some Democratic presidents (Wilson and Roosevelt), moreover, have violated civil liberties as badly as some Republican presidents (Nixon and Bush). This is the first book to examine the full civil liberties records of each president (thus, placing a president's record on civil rights with his record on national security issues), and also to compare the performance on particular issues of all the presidents covered.

Book excerpt: Although historians have devoted a great deal of attention to the development of federal government policy regarding civil rights in the quarter century following World War II, little attention has been paid to the equally important developments at the state level. Few states underwent a more dramatic transformation with regard to civil rights than Michigan did. In 1948, the Michigan Committee on Civil Rights characterized the state of civil rights in Michigan as presenting "an ugly picture". Twenty years later. Michigan was a leader among the states in civil rights legislation. Expanding the Frontiers of Civil Rights documents this important shift in state level policy and makes clear that civil rights in Michigan embraced not only blacks but women, the elderly, native Americans, migrant workers, and the physically handicapped. Sidney Fine's treatment of civil rights in Michigan is based on an exhaustive examination of unpublished, published, and interview sources. Fine relates civil rights developments in Michigan to civil rights actions by the federal government and other states. He focuses on the administrations of the three governors -- Democrats G. Mennen Williams (1949-1960), and John B. Swainson (1961-1962), and Republican George Romney (1963-1969) -- and the roles they played in furthering civil rights in Michigan, as well as other politicians and policymakers. Students of state history, civil rights history, and those interested in post-World War II history will find few accounts as broad ranging as this study of state civil rights legislation during the years the book covers.

And although they were accustomed to a segregated society, many women in South Carolina--both black and white--knew that the unequal racial status quo in their state had to change. Crossing the Line reveals the early activism of black women in organizations including the NAACP, the South Carolina Progressive Democratic Party, and the South Carolina Federation of Colored Women’s Clubs. It also explores the involvement of white women in such groups as the YWCA and Church Women United. Their agendas often conflicted and their attempts at interracial activism were often futile, but these black and white women had the same goal: to improve black South Carolinians’ access to political and educational institutions. Examining the tumultuous years during and after World War II, Jones-Branch contends that these women are the unsung heroes of South Carolina’s civil rights history. Their efforts to cross the racial divide in South Carolina helped set the groundwork for the broader civil rights movement of the 1960s and 1970s.
