Book excerpt: The Employment Insurance (EI) Act came into force with passage of Bill C-12 in 1996 and brought about a fundamental restructuring of the Canadian unemployment insurance program. The main goal of the research described in this report is to study the effects of the new EI legislation on unemployment and duration of EI benefits. The changes brought about by the Bill in each of their two separate phases of introduction are first outlined along with the research method used, which relied on data drawn from quarterly Canadian Out of Employment Panel surveys of individuals who experienced job separations. Results are then presented from econometric analyses of the data using Cox partial-likelihood models. The econometric assessment is conducted on the basis of two different indicators: duration of unemployment spells following job separation, and duration of unemployment insurance receipt. Both indicators provide different insights into how the adjustments brought about by the Bill affect different demographic groups (women & men, seasonal & non-seasonal workers, full- versus part-time workers, young & older workers).

Job Corps participants work in various projects sponsored by employer hosts. After an introduction on this program & the evaluation issues, chapter 2 presents information related to the impact of the Job Corps: a profile of participants, program activities, findings of an analysis of data on participant & comparison groups, and a profile of program exits. Chapter 3 contains evaluation input from employer hosts, including a summary of ten case studies designed to provide updated information on project activities. Chapter 4 describes results of a multivariate assessment of the Job Corps program, including estimates of earnings, unemployment insurance benefits, and social assistance receipts of participants in the absence of the program. Chapter 5 contains the results of cost-benefit and cost-effectiveness analyses of the program. The final chapter provides an overall assessment of the program in terms of its impact on quality of life, sense of community & commitment, labour market impacts, value of program output, benefits, and costs.

Book excerpt: I use three decades of county-level data to estimate the effects of federal unemployment benefit extensions on economic activity. To overcome the reverse causality coming from the fact that benefit extensions are a function of state unemployment rates, I only use the within-state variation in outcomes to identify treatment effects. Identification rests on a differences-in-differences approach which exploits heterogeneity in county exposure to policy changes. To distinguish demand and supply-side channels, I estimate the model separately for tradable and non-tradable sectors. Finally I use benefit extensions as an instrument to estimate local fiscal multipliers of unemployment benefit transfers. I find (i) that the overall impact of benefit extensions on activity is positive, pointing to strong demand effects; (ii) that, even in tradable sectors, there are no negative supply-side effects from work disincentives; and (iii) a fiscal multiplier estimate of 1.92, similar to estimates in the literature for other types of spending.
