Book excerpt: The significant feature of the new planning and programing process that was initiated within the Department of Defense in early 1961 is the approach that is taken to decision-making and control in the vital area of defense expenditures. Planning is considered in long-range terms of missions, forces, and weapon systems, i.e., resource outputs, rather than in terms of the standard appropriation categories of procurement, construction, personnel, etc. In the course of budget review, the need for hurried decisions, with their obvious drawbacks, on major programs has been reduced considerably. The annual budget is now only a part of a longer-range plan. The new process incorporates an up-to-date, Five-Year Force Structure and Financial Program, expressed in terms of forces, manpower, and dollar requirements. Since this program requires a continuous type of budget review, a Program Change Proposal System was developed to aid in achieving this requirement. In this system, approval thresholds are established to concentrate attention on the major current or prospective issues, this being an obvious application of management by exception.

Office of the Secretary of Defense, and Office of Management and Budget. The database is a report generated by NAVCOMPT, 'Department of the Navy; Operations and Maintenance, Navy (O & M, N); Review of the FY1987 Budget. The analysis of the data supplied by NAVCOMPT suggests a plethora of findings on DON budgetary behavior. These include: claimants which request more funds receive more funds; changes in a claimant's budget request by NAVCOMPT are not final; NAVCOMPT frequently restores funds it has cut; NAVCOMPT is just as likely to add to a budget request as to subtract from the request; the OSD/OMB review has a definite cutting bias; the best predictor of a claimant's budget this year is last year's budget; and claimants do not maintain their proportional share of incremental budget changes. Book excerpt: The Department of Defense (DoD) budget is the end product of the Planning, Programming, Budgeting, and Execution process, which is submitted to Congress two years in advance of execution. Thus, the DoD will always demonstrate a monetary difference between the planning and execution phases. A significant difference between the planning and execution affects providers such as Naval Supply Systems Command (NAVSUP), which is responsible for the managing and financing of materiel. From 2007 to 2017, there has been an average budget difference of $3.1B for Operation and Maintenance, Navy appropriation. NAVSUP receives the DoD budget requirements from resource sponsors and budget submitting offices (BSOs) and determines how to invest by utilizing an inflation category code (ICC) such as Consumable parts (412) and Repairable parts (503). This study analyzed the budget differences for ICC 412 and 503 from 2007-2017; it demonstrated which budget line items (BLIs) and BSOs had the most significant contribution to these differences. For ICC 412 and 503, our analysis showed the most significant differences were observed in the years 2007-2011 and 2014-2017, and that the BLIs Mission and Other Flight Operations (1A1A) and Mission and Other Ship Operations (1B1B) demonstrated the most significant budget differences. It was also determined that BSO for Commander, U.S. Fleet Forces, and Commander, U.S. Pacific Fleet had the most significant impact on the budget differences for these BLIs.This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.I.
