The first section discusses the standard of living in Canada, with comparisons to the United States; the role of productivity as a determinant of the standard of living; short- and long-run trends in productivity; the impact of productivity on unemployment; the Canada-US productivity gap; and problems in measuring productivity. The second section reviews forces behind recent productivity trends, including capital accumulation, the increasing importance of the service sector, and the special case of computers & information technology. Section three describes the drivers of productivity & economic growth, including investment, education, human capital, international trade & competition, technological progress, and the role of taxation. Section four discusses some basic lessons learned by the Committee and section five reviews productivity-related government initiatives to date. The concluding section presents the Committee's outline of principles believed to be important for increasing productivity. The appendix includes dissenting and supplementary opinions.

Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States.
