Since 2000, many African countries have introduced programs aimed at providing smallholder farmers with low-cost certificates for land held under customary tenure. Yet there are many contending views and debates on the impact of these land policies and this book reveals how tenure security, agricultural productivity, and social inclusion were affected by the interventions. It analyses the results of carefully selected, authoritative studies on interventions in Benin, Ethiopia, Rwanda, and Zimbabwe and applies a realist synthesis methodology to explore the socio-political and economic contexts. Drawing on these results, the book argues that inadequate attention paid to the core characteristics of rural social systems obscures the benefits of customary tenure while overlooking the scope for reforms to reduce the gaps in social status among members of customary communities. This book will be of great interest to students and scholars of land management and use, land and property law, tenure security, agrarian studies, political economy, and sustainable development. It will also appeal to development professionals and policymakers involved in land governance and land policy in Africa. This chapter summarizes the arguments about how best to provide land tenure security in SSA and reviews recent experience and evidence arising from innovative interventions, with implications for other developing regions as well. It is hoped that the experiences and topics analyzed here may also help Venezuela in the process of normalizing land tenure systems in that country.

Book excerpt: Most African countries strive for both poverty reduction and sustainable land management, yet information on the exact relationship between these goals is limited. This report seeks to fill the gap by demonstrating a strong linkage between poverty and land management. Using Uganda as a case study, the authors show that certain policies, such as investments in soil and water conservation and agroforestry, may simultaneously increase productivity and reduce poverty and land degradation. Other strategies, including development of rural roads, non-farm activities, and rural finance, may reduce poverty without significantly affecting productivity or land management. Some policies, however, will likely involve trade-offs among different goals and will need to have their negative impacts minimized. Those in government, NGOs, the private sector, or academia who are concerned about sustainably reducing poverty in Sub-Saharan Africa will benefit from this analysis of how to pursue these key development goals.

Book excerpt: We examine the impact of ambiguous and contested land rights on investment and productivity in agricultural in Akwapim, Ghana. We show that individuals who hold powerful positions in a local political hierarchy have more secure tenure rights, and that as a consequence they invest more in land fertility and have substantially higher output. The intensity of investments on different plots cultivated by a given individual correspond to that individual's security of tenure over those specific plots, and in turn to the individual's position in the political hierarchy relevant to those specific plots. We interpret these results in the context of a simple model of the political allocation of land rights in local matrilineages.

Book excerpt: Most of the literature on land tenure in developing countries asserts that agricultural performance is negatively affected by indigenous land tenure systems and farm fragmentation. This study is the first empirical test of these assertions for a North African country and is based on primary data collected from 841 plots on 131 farms in the Mnasra region of northwestern Morocco. The data analysis was designed to meet the following study objectives: (1) to analyze the prevailing indigenous and modern land tenure systems; (2) to determine the effects of tenure security on farm investment, input use, and agricultural productivity; and (3) to examine the impact of farm fragmentation on agricultural productivity. The results indicate that indigenous land tenure has evolved toward increasing privatization. Estimation of an OLS model revealed that farm fragmentation has no impact on agricultural productivity. In fact, farm fragmentation may be an appropriate response to the farmer's needs to achieve ecological diversity, handle labor shortages, and manage risk. Estimation of a 2SLS structural model indicated that land tenure security has a positive effect on long-term investments, but no direct impact on medium-term investment, input use, or agricultural productivity. However, tenure security does exert an indirect positive influence on input use and agricultural productivity through its effect on long-term investment. Policy implications of the study include the finding that consolidation and titling programs cannot be expected to automatically increase agricultural productivity.
