Book excerpt: The dramatic transformation in Latin America and the Caribbean (LAC) between 2000 and the 2010s was driven by fast growth, together with higher employment rates and increased real incomes. During this period of sustained growth, increased fiscal revenues supported the expansion of social protection programs, mainly in the form of non-contributory social assistance. Despite the increasing coverage of social assistance and positive impacts on consumption and other social dimensions, policy makers were aware of the limitations in ensuring the sustainability of those gains. This report aims to document different approaches of productive inclusion (PI) in LAC countries, particularly focusing on the policy and implementation aspects, as well as the lessons learned from their design and implementation. The note is organized as follows. First, it presents the definition and an operational framework for productive inclusion, to provide a conceptual grounding for the analysis of different approaches observed in the region, identifying the key elements, from policy mandate-design to implementation. Next, common themes for successful PI interventions for each key pillar, are presented in turn, drawing from the rich information of the country case studies. The third section presents the experience and the challenges on the evaluation of PI programs in the region to date as well as a brief summary of the results. The note concludes with (operational) lessons learned to inform the evolution of the productive inclusion strategies for the low and middle-income countries in both LAC and other regions, and presents a brief overview of the pending issues on the agenda for the region for future research.

Book excerpt: This book argues that Latin America must confront two main challenges: greater innovation to increase productivity, and greater inclusion to incorporate more of the population into the benefits of economic growth. These two tasks are interrelated, and both require greater institutional capacity to facilitate both innovation and inclusion. Most countries in Latin America are struggling to escape what economists label “the middle income trap.” While much if not all of the region has emerged from low income status, neither growth nor productivity has increased sufficiently to enable Latin America to narrow the gap separating it from the world’s most developed economies. Although income inequality has diminished across much of the region in recent years, social vulnerability remains widespread and institutional weaknesses continue to plague efforts to achieve equitable development. This volume identifies lessons that can be learned and adapted from experiences within the region and in East Asia, where the middle income trap has largely been avoided. This book is the result of a collaborative project undertaken by American University’s Center for Latin American & Latino Studies (CLALS) and the Corporation for Latin American Studies (CIEPLAN) in Chile, with financial support from the Inter-American Development Bank’s Office of Strategic Planning and Development Effectiveness.

Book excerpt: Diverse social programmes --including conditional cash transfer programmes, labour and production inclusion programmes and social pensions--are being implemented in Latin American and Caribbean countries with the aim of ending poverty and reducing inequalities throughout the life cycle. This book offers an up-to-date analysis of these programmes and the way they relate to labour inclusion, and analyses ongoing debates regarding the possible incentives and disincentives they create in terms of the labour supply, formalization and child labour among the target population. Considering that poverty is a structural problem of highly unequal societies, the thesis that poverty is due to a lack of effort on the part of the poor is argued to be an expression of the strong prejudice against those living in poverty, the great majority of whom work or are actively seeking employment, but are hampered by the large decent work deficits existing in the region. From an integrated and rights-based perspective, public policies should simultaneously address the twofold challenge of social and labour inclusion in order to achieve basic thresholds of well-being by ensuring income, universal access to good-quality social services and opportunities for decent work.

It will only result from inclusive institutions that effectively protect workers against risks, redistribute towards those in need, and simultaneously align entrepreneurs’ and workers’ incentives to raise productivity.

Book excerpt: Because of several policy distortions, including import-substitution industrialization, widespread government intervention, and both domestic and international competitive barriers, there has been a general presumption that Latin America has been much less productive than the leading economies in the last decades. In this paper we show, however, that until the late 1970s Latin American countries had high productivity levels relative to the United States. It is only after the late 1970s that we observe a fast decrease of relative total factor productivity (TFP) in Latin America. We also show that the inclusion of human capital in the production function makes a crucial difference in the TFP calculations for Latin America.

Placing the discussion of social inclusion within such global transitions and transformations, it argues that social inclusion is an evolving agenda. While it does not purport to provide definitive answers as to how to achieve social inclusion in any given context, the report offers an easy-to-use definition and a framework to assist practitioners in asking, outlining and developing some of the right questions that can help advance the agenda of inclusion in different contexts. There are seven main messages in this report: 1. Excluded groups exist in all countries. 2. Excluded groups are consistently denied opportunities. 3. Intense global transitions are leading to social transformations that create new opportunities for inclusion as well as exacerbating existing forms of exclusion. 4. People take part in society through markets, services, and spaces. 5. Social and economic transformations affect the attitudes and perceptions of people. As people act on the basis of how they feel, it is important to pay attention to their attitudes and perceptions. 6. Exclusion is not immutable. Abundant evidence demonstrates that social inclusion can be planned and achieved. 7. Moving ahead will require a broader and deeper knowledge of exclusion and its impacts as well as taking concerted action.

Through the provision of transfers and services directly to these households, ASP supports their capacity to prepare for, cope with, and adapt to the shocks they face—before, during, and after these shocks occur. Over the long term, by supporting these three capacities, ASP can provide a pathway to a more resilient state for households that may otherwise lack the resources to move out of chronically vulnerable situations. Adaptive Social Protection: Building Resilience to Shocks outlines an organizing framework for the design and implementation of ASP, providing insights into the ways in which social protection systems can be made more capable of building household resilience. By way of its four building blocks—programs, information, finance, and institutional arrangements and partnerships—the framework highlights both the elements of existing social protection systems that are the cornerstones for building household resilience, as well as the additional investments that are central to enhancing their ability to generate these outcomes. In this report, the ASP framework and its building blocks have been elaborated primarily in relation to natural disasters and associated climate change. Nevertheless, many of the priorities identified within each building block are also pertinent to the design and implementation of ASP across other types of shocks, providing a foundation for a structured approach to the advancement of this rapidly evolving and complex agenda.

There is no consensus on the country's development path or on how to achieve specific goals. Since the policy debate remains ideological and lacks pragmatism, productive development policies (PDPs) are often uncoordinated, redundant or even incongruent with each other. It is therefore important to understand the process by which PDPs are designed and the institutional setting in which they are implemented. This paper consequently examines whether PDPs respond to market failures and/or government failures. When PDPs are not designed to address specific market failures they can produce unwanted results or prove completely ineffective. In case PDPs respond to government failures, it is important to determine the reasons why the failure cannot be corrected in the first place and whether PDPs will be effective at addressing the problem in a second-best manner.
