Book Public Procurement and the EU Competition Rules

Download or read book Public Procurement and the EU Competition Rules written by Albert Sánchez Graells and published by Bloomsbury Publishing. This book was released on 2011-01-29 with total page 480 pages. Available in PDF, EPUB and Kindle. Book excerpt: Shortlisted for the 2012 Prix Vogel in Economic Law. Public procurement and competition law are both important fields of EU law and policy, intimately intertwined in the creation of the internal market. Hitherto their close connection has been noted, but not closely examined. This new work is the most comprehensive attempt to date to explain the many ways in which these fields, often considered independent of one another, interact and overlap in the creation of the internal market. In this process of convergence between competition and public procurement law , the need for this joint study is clearly apparent. As such the book asks whether competition law principles inform or condition public procurement rules, and whether they are adequate to ensure that competition is not distorted in markets where public procurement is particularly significant. The book moves away from the classical focus of public procurement on the activities of private actors, developing instead an analytical framework for the appraisal of the market behaviour of the public buyer from a competition perspective. The analysis is both legal and economic. Proceeding through a careful assessment of the general rules of competition and public procurement, the book constantly tests the efficacy of the rules in competition and public procurement against a standard of the proper functioning of undistorted competition in the market for public procurement.

Book Lean Demand Driven Procurement

Download or read book Lean Demand Driven Procurement written by Paul Myerson and published by CRC Press. This book was released on 2018-11-08 with total page 258 pages. Available in PDF, EPUB and Kindle. Book excerpt: While there are many books written on the basics of the "supply" side of the supply chain (i.e. strategic sourcing, sourcing/procurement, and purchasing), there hasn’t been much written on those areas from a Lean perspective. Considering that supply chain costs, primarily procurement and transportation, can range from 50 to 70% of sales, it's surprising that this area has not been fully explored. As a result, some companies tend to place too much emphasis on the traditional focus of reducing material costs instead of process improvement. Lean Demand-Driven Procurement: How to Apply Lean Thinking to Your Supply Management Process details the basic supply management concepts and processes (i.e. sourcing, procurement, and purchasing) in an easy-to-understand format in combination with various process improvement tools, methodologies, best practices, examples, and cases written from a Lean perspective. It focuses and pinpoints ways to identify waste on the supply side through improved processes and, in some cases, technology. Applying Lean principles to procurement and purchasing processes identies non-traditional sources of waste, and in some cases, creates a paradigm shift that results in additional benets to the entire supply chain.

This book was released on 2011-11-16 with total page 58 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report focuses on the use of innovative procurement in the health sector in the Nordic countries. It presents six Nordic cases demonstrating best practice within innovative procurement. The report argues that despite challenges particularly relating to navigating the legal framework, there are benefits associated with the use of innovative procurement. The use of dialogue between procurers and suppliers is highlighted as a key benefit in innovative procurement as it leads to increased knowledge of possibilities available in the market and hence better solutions. As innovative procurement practice is still relatively new across the Nordic countries, there is a need to disseminate best practices and to develop procurement guides to assist the implementation. The report has been prepared by DAMVAD.

Book First Time Right Procurement

Download or read book First Time Right Procurement written by Oliver Münch and published by Springer. This book was released on 2015-01-27 with total page 258 pages. Available in PDF, EPUB and Kindle. Book excerpt: Based on more than 10 years of practical experience in the field of supply chain management, Oliver Münch indicates that in favor of sustainability within the supply chain the paradox purchasing savings can and should be substituted with the approach of the First-Time-Right Procurement. This dissertation subjects the monetary measurement of purchasing savings to a critical examination and questions whether it still applies. It indicates that monetary purchasing savings exert a negative impact on sustainable company success. In order to achieve a long-term sustainable success, it is proposed that the monetary measurement of purchasing savings can be replaced by measuring process times within the procurement organization.
