Even though it has come to play an increasingly important role in both peace and war, the basic concepts that define and govern airpower remain obscure to many people, even to professional military officers. This fact is largely due to fundamental differences of opinion as to whether or not the aircraft has altered the strategies of war or merely its tactics. If the former, then one can see airpower as a revolutionary leap along the continuum of war; but if the latter, then airpower is simply another weapon that joins the arsenal along with the rifle, machine gun, tank, submarine, and radio. This book implicitly assumes that airpower has brought about a revolution in war. It has altered virtually all aspects of war: how it is fought, by whom, against whom, and with what weapons. Flowing from those factors have been changes in training, organization, administration, command and control, and doctrine. War has been fundamentally transformed by the advent of the airplane.

In the future, the US and its allies should not be bound by the historical limitations of surface warfare-based doctrines of airpower supporting ground forces, but rather should advocate and articulate the tactical, operational, and strategic advantages of engagement options where airpower is the key force, supported by surface forces. Given the entrenched position of surface warfare o cers in command positions of militaries around the world—particularly in the US over the last 17 years—it remains an open question whether the security options and capabilities that airpower yields—even as they expand in scope and scale--will be recognized and considered by national leaders. Forwarding these ideas and concepts will require the same degree of boldness and courage the pioneers of airpower displayed to initiate, develop, articulate, and effectively advocate for new capabilities. US Airmen need to expand their vision, understanding, and knowledge of all things Air Force, but most importantly, they must completely understand the fundamentals of why air forces exist as independent services, educate others as to the potential that airpower offers, fight for a seat at the table where force employment options are decided, and strongly advocate for airpower options where they are most appropriate.

During the three years of fighting that followed, defeat or victory often depended upon the successful accomplishment by the United States Far East Air Forces of the tasks laid upon them. “As yet completely unresolved are the roles land and sea forces must play and their relationship to airpower in the full exploitation of its destructive potential; but an understanding of those factors is vital to a proper assessment of the role of air forces in the Korean War. “Korea was a limited war in every sense of the word. There were economic restraints against the expenditures of precious resources which might weaken the U.S. worldwide stand against Communist aggression. There were political restraints against the use of certain weapons and forces. Fighting was limited to the confines of North Korea which precluded attacks upon the sources of enemy war-making materiels. Within North Korea itself: there were psychological restraints imposed upon the weapons used; moral restraints prohibited attacks for several years against lucrative target systems. In analyzing any aspect of Korea, it is important to remember that airpower was never charged with winning the war—nor were the ground forces after truce talks began. “This book is not intended as a comprehensive analysis of each facet of the air war. Neither is it an inclusive chronology of events. Its purpose certainly is not to question U.S. policy or to detract from the stature of any service which fought so valiantly in Korea. Rather, it examines certain individual facets of the air war to further a better understanding of airpower. It examines dozens of conflicts with strikingly different scenarios: the Greek Civil War, the Philippine Anti-Huk campaign, French and British colonial wars, the war in South Vietnam before the American escalation, counterinsurgency in southern Africa, Latin American counterguerrilla operations, and counterinsurgency and counterterrorist campaigns in the Middle East over the last four decades. When done well, Air Force FACs are the fulcrum for successful employment of air power in support of ground forces. Unfortunately, FACs in recent times have been shunned by both ground and air forces, their mission complicated by inherent difficulty and danger, as well as by the vicissitudes of defense budgets, technology, leadership, bureaucracy, and doctrine. Eagles Overhead is the first complete historical survey of the US Air Force FAC program from its origins in World War I to the modern battlefield. Matt Dietz examines their role, status, and performance in every US Air Force air campaign from the Marne in 1918, World War II, Korea, Vietnam, Desert Storm, and finally Mosul in 2017. With the remaking of the post-Vietnam US military, and the impact of those changes on FAC, the Air Force began a steady neglect of the FAC mission from Operation Desert Storm, through the force reductions after the Soviet Union’s collapse, and into the post 9-11 wars in Iraq and Afghanistan. Eagles Overhead asks why FACs have not been heavily used on US battlefields since 2001, despite their warfighting importance. Dietz examines the Air Force FAC’s theoretical, doctrinal, institutional, and historical frameworks to assess if the nature of air warfare has changed so significantly that the concept and utility of the FAC has been left behind. From these examinations, Eagles Overhead draws conclusions about the potential future of Air Force FACs.
