Book Economic Adjustment And Conversion Of Defense Industries

Download or read book Economic Adjustment And Conversion Of Defense Industries written by John E. Lynch and published by Routledge. This book was released on 2019-04-08 with total page 250 pages. Available in PDF, EPUB and Kindle. Book excerpt: Defense plant cutbacks and military base closures have affected hundreds of U.S. communities during the past twenty-five years. Tracing the recovery of four communities after large defense plant cutbacks and of one hundred communities after military base closures, the contributors analyze the transition from the production of military to civilian goods. The contributors examine the market potential of reusing defense industrial plants to produce civilian products within the one- to two-year period called for by economic conversion proponents, showing that the complex process needed to develop, test, and market an entirely new product requires a minimum of five years. They also review the wide range of economic development techniques available at the state and local level, conversion approaches in Western Europe, programs for displaced workers, and reasons why the economic conversion approach has failed to attract public support in the United States. The case studies are used to formulate an integrated, composite approach for coping with plant closures and major employment dislocations. Stressing the in portance of community-based economic adjustment activities, this book will be valuable to all concerned with mitigating the effects of military and civilian plant closures.

Book Case Study of the Alameda County and Southgate Dislocated Worker Demonstration Programs

Download or read book Case Study of the Alameda County and Southgate Dislocated Worker Demonstration Programs written by Walter Corson and published by . This book was released on 1984 with total page 136 pages. Available in PDF, EPUB and Kindle. Book excerpt: At the conclusion of the 1982 federal fiscal year, the Department of Labor awarded grants to organization in six areas to implement one-year demonstration programs aimed at assisting the readjustment of dislocated workers. These areas were Alameda County, CA; Buffalo, NY; Lehigh Valley, PA; Mid-Willamette Valley, OR; Milwaukee, WI; and Yakima, WA. This report is a case study of the program operated in Alameda County. This program was combined with a program initiated by the State of California, GM and the UAW to serve workers laid-off from a GM assembly plant in Fremont, CA. A comparison project was also initiated for GM workers in Southgate, a small industrial city in Los Angeles County. This project is also examined in the report. In Alameda 90 percent of the 3181 participants came from the GM plant and in Southgate all 1682 participants came from GM. The participants were offered job search workshops and placement assistance through the California Job Service, OJT, and classroom training. There was a heavy emphasis on classroom training with 27 and 45 percent of the participants enrolled in training in Alameda and Southgate respectively. The projects were notable for their large size and numerous public and private organizations that worked smoothly together. Overall placement rates, however, were low, 17 percent in Alameda and under 5 percent in Southgate, although the fact that both projects continued after the end of the year-long DOL grant period provides a partial explanation for this outcome.
