This was the fourth interacademy workshop on a variety of topics held in 2002, the first year of such workshops. Tunis was selected as the location for the workshop because the Tunisian experience in addressing water conservation issues was of interest to the participants from both the United States and Iran. This report includes the agenda for the workshop, all of the papers that were presented, and the list of site visits.

It has been developed to act as a practical tool to assist with the explicit inclusion of ?sustainability? in the decision-making processes of those responsible for providing water services. The book contains a framework that comprises a set of decision support processes that can be used by water service providers to explicitly incorporate sustainability considerations into their decision-making procedures, through the use of sustainability principles, criteria, indicators and processes. These principles and criteria can be applied at an overall corporate strategic level, for example in the service provider?s mission statement, or at an application level, where these strategic principles are being applied to a particular decision. Sustainable Water Services is designed to inform and to provide support for strategic activity, both as a resource containing information about sustainability, and by employing feedback from application to inform the strategic processes of the water service provider. However, water can also pose serious challenges to sustainable development if not managed efficiently and equitably. In the past, many water related workshops and conferences have been held all over the world, however, the here reported one is the first expert workshop integrating social-economic and engineering scientists, practitioners, and policy makers in in the field of sustainable water management in Sub-Saharan Africa region. In addition, the subject of the workshop “Sustainable Use of Water Resources” addresses the challenges outlined in the Kenyan Vision 2030 programs. Additionally, Africa’s rising population is the driving force of the demand for water and accelerates the degradation of water resources in many countries on the continent. Current research has projected that almost all African countries will face either absolute or economic water scarcity by 2025. The main objective of the workshop was to share experiences, knowledge, and research outcomes among experts of water and environment, and to discuss major problems and challenges in the field of sustainable water management in Sub-Saharan Africa Region. It also aimed (i) to improve the understandings of the interrelationship between SDGs and the Integrated Water Resources Management (IWRM); to identify the current trends in water management practices and their shortcomings; (iii) to establish a Sub-Saharan Africa Network of water experts; and (iv) to identify promising areas of future research for the Sub-Saharan Africa Region.

It highlights the need to adopt multidisciplinary strategies in water management while providing an in-depth understanding of institutional interactions amongst different water related sectors. The key characteristics of AWM i.e. polycentric governance, organisational flexibility and public participation are investigated and described through a critical review of the relevant literature. The book presents an empirical case study undertaken in a selected developing-country city to investigate the potential gaps between the current water management approaches and possible implementation of AWM. Feasibility of AWM operations is examined in an environment surrounded by established water management structure with centralised governance and an institutional process based on technical flexibility. The key elements of AWM performance are (re)structured and transformed into decision support systems. Multi criteria decision models are developed to facilitate quantification and visualization of the elements derived from the case study, which is involved with water companies and water consumers. The book describes how the concept of AWM, along with structuring suitable decision support systems, can be developed and applied to developing-country cities. The book highlights the barriers for applying the AWM strategies that include established centralised decision making, bureaucratic interactions with external organisations, lack of organisational flexibility within the institutions, and lack of recognition of public role in water management. The findings outline that despite the lack of adaptability in the current water management in the case study, as an example of developing countries, there are positive attitudes among water professionals and the public towards adaptability through public-institutional participation.
