Book excerpt: Excerpt from Proceedings of the Royal Colonial Institute, 1907-1908, Vol. 39 But Mr. Oliver's purpose in depicting the circumstances and personalities of the great American struggle is to point the moral for his fellow Imperialists. A political organism, he argues in efl'ect, does not exist without sovereignty or government, i.s. An authority having at some vital point a direct hold upon each individual in the community. He repeats, with approving emphasis, the saying of Washington that influence is not govern ment. Therefore voluntary co-operation - the futile alternative of the American Democrats - was no practical substitute for a central administration. Never can a United Empire exist unless there is an Imperial Government ultimately controlling every citizen. He recognises, however, an essential difference between Hamilton's problem and our own. His aim was to make a nation; our aim is to make an Empire and in our case any scheme of Empire which should ignore the force of nationalities is predestined to ruin. Nevertheless national sentiment does not, he contends, imply a popular repugnance in the scattered countries of the Empire to the thought of a strong central power. Instancing the union of Scotland with England, he declares that if we were in search of a type to illustrate the word nation, ' we should turn to Scotland and concludes his stimulating book with an appeal, on the strength of this analogy, for confidence in the possibility of a firm Imperial union.
