Partnerships among state, private business, and civil society organizations are increasingly used to deliver the goods and services required for balanced growth and poverty reduction. Aid activities have shifted from a project focus to a more strategic and holistic focus on programs, sectors, and policies. With this new orientation, partnerships are often essential to deal with the added complexity and the larger number of agencies, groups, and stakeholders involved. The Partnership Dimension takes on the issues in a series of chapters divided into two general parts: Part 1, "Foundations of Partnership and Their Evaluation," covers the types of development partnership and critical issues involved, and Part 2, "Partnerships in Practice," then illustrates the aspects and lessons of partnership experience through a series of case studies. Many of the studies focus on the benefits of partnerships between institutions of government and civil society. Benefits include effective knowledge transfer, greater cross-national cooperation, the creation of new networks and capacity, and penetration of new markets. Private firms use partnerships with competitors to learn or reduce risk. There is much to learn about when, where, and how best to use partnerships, and, in particular, partnerships that involve less traditional combinations of actors, such as global partnerships for public policy, country-focused aid partnerships, private sector partnerships for knowledge creation, and partnerships for community development involving business, nongovernmental organizations, and government. Drawing on first-hand experiences and insights, the author deeply investigates the realities of a longstanding aid recipient, Bangladesh, and argues that without a political economy approach, one cannot understand the realpolitik of development aid. As an emerging economy from the global south, Bangladesh has been a longstanding partner and recipient of international aid since 1971. Bangladesh has also been active in the global discussions leading to redefining the new narrative and arguments for the new aid regime since the beginning of this century. Building on the analysis of Bangladesh's aid relations, the book shows that there has not been any qualitative shift in aid behavior in the new aid regime that set new norms after the end of the Cold War to ensure recipients' ownership and welcomed an expanding aid landscape by integrating emerging economies from the Global South for achieving better development results. The book analyzes the role of different actors in the development partnership, both traditional and emerging donors - such as China and India, and their partnership practices. It examines different forms of aid and their changing perspective, particularly technical assistance. Based on more than two decades of research and profound insider observations, the book debunks the myth that Southern providers could be more benign to their partners. The arguments placed in the book expose that there is no difference between traditional and emerging donors in ensuring donors' business and strategic interests. While donors continue to ensure their interests in providing aid, the Realpolitik of the situation in the recipient country shows that there is a specific economic and political agenda in pursuing aid. Presenting a comprehensive picture of Bangladesh's aid partnership, through the lens of new development partnership principles and narratives of development aid, this book will be of interest to scholars and researchers of aid and development studies and political science as well as South Asian Studies. Donor officials, civil servants, and national and international policy communities will also benefit from this book.

It draws on the expertise and experience of more developed states in the Pacific, notably Australia and New Zealand, both highly rated in global rankings for e-government and active in a variety of e-government development projects across the region. There has been a general failure to identify priorities and align projects with local needs in ICT/e-government projects. Small Island Developing States (or SIDS) present a unique problem in terms of e-government. Not only do they suffer from a common set of barriers to ICT development such as their remoteness, geographical dispersion, moist tropical climates, largely rural populations, and lack of ICT capacity and infrastructure, but are also dependent on external agencies for investment, and must negotiate with powerful donors who have conflicting agendas. E-government is widely regarded as 'transformational', increasing efficiency, productivity, accountability, economic growth, and citizen involvement. But while the governments of SIDS are committed to harnessing ICTs for effective government and economic development, they face major challenges in establishing successful e-government initiatives, due to the problems outlined above, coupled with a lack of HR capacities and appropriate strategies and policies. Drawing on the experience of the states mentioned above, as well as regional quasi-governmental bodies, nongovernmental organizations (NGOs), aid agencies, and the private sector, the book will be of interest to researchers and students in the fields of e-government, public administration, political science, communication, information science, and social media.
